June 17, 2013 (Regular Meeting) Page 1604 <br />Following a brief discussion, the MOTION unanimously carried. <br />(H -2) Appointments - Cabarrus County Tourism Authority <br />The Cabarrus County Tourism Authority Board of Directors has three <br />seats that need to be appointed for the term commencing July 1, 2013 and <br />expiring on June 30, 2016. The nominating group and their nominees are as <br />follows: <br />Cabarrus Regional Chamber of Commerce - Seat No. 9: John Cox <br />Cabarrus County Tourism Authority - Seat No. 8: Phillip Cunningham <br />Cabarrus County Tourism Authority - Seat No. 12: Frank Lapsley <br />The term of appointment for Vinay Patel expires June 30, 2013. He is <br />currently serving an unexpired term on the Cabarrus County Tourism Authority <br />as the "hotelier" representative in Seat No. 7. Vinay Patel is willing to <br />serve another term. An exception to the "residency" provision of the <br />Appointment Policy will be needed for him. <br />Vice Chairman White, Tourism Authority Board member, presented an <br />overview of the Tourism Authority, the diversity of the members and <br />recommended the nominees be appointed as requested. <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage <br />and unanimously carried, the Board appointed John Cox to Seat No. 9 on the <br />Cabarrus County Tourism Authority for a three -year term ending June 30, 2016; <br />reappointed Phillip Cunningham to Seat No. 8 on the Cabarrus County <br />Tourism Authority for a three -year term ending June 30, 2016, <br />including an exception to the "residency" provision of the <br />Appointment Policy; appointed Frank Lapsley to Seat No. 12 on the Cabarrus <br />County Tourism Authority for a three -year term ending June, 30, 2016; and <br />reappointed Vinay Patel to Seat No. 7 on the Cabarrus County Tourism <br />Authority for a three -year term ending June 30, 2016, including an <br />exception to the "residency" provision of the Appointment Policy. <br />(H -3) Appointments - Cabarrus County Youth Council (CCYC) <br />Reappointments are needed for Cooper McAuley, John "Erik" Taylor and <br />Michael Walker to the Cabarrus County Youth Council to continue their service <br />for one -year terms ending June 30, 2014. <br />Commissioner Measmer stated there are vacancies on the Hickory Ridge <br />and Northwest Cabarrus High School positions and urged students to apply to <br />the council. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board reappointed Cooper McAuley (Central <br />Cabarrus High School), John "Erik' Taylor (At- Large) and Michael Walker (Cox <br />Mill High School) to the Cabarrus County Youth Council for one -year terms <br />ending June 30, 2014. <br />(H -4) Appointments - Jury Commission <br />An appointment is needed for the Jury Commission. Ms. Phyllis Crump <br />has served on the Jury Commission since 2001. She is willing to serve <br />another term. An exception to the "length of service" provision of the <br />Appointment Policy would be needed for her. <br />Commissioner Morris MOVED to reappoint Phyllis Crump to the Jury <br />Commission for a two -year term ending June 30, 2015; including an exception <br />to the "length of service" provision of the Appointment Policy. Commissioner <br />Burrage seconded the motion. <br />Following a brief discussion, the MOTION unanimously carried. <br />(H -5) Appointments - Mt. Pleasant Planning Board and Board of Adjustment <br />(ETJ) <br />The terms of appointment to the Mt. Pleasant Planning Board and Board <br />of Adjustment for John Murdock, III; Whit Moose, Jr. and Margaret Strickland <br />(alternate) end June 30, 2013. These seats are held by representatives of <br />the Extra Territorial Jurisdiction (ETJ), and therefore, are appointed by the <br />Cabarrus County Board of Commissioners. On May 6, 2013, Mt.
