July 1, 2013 (Work Session) Page 1609 <br />The Board of Commissioners for the County of Cabarrus met for an Agenda <br />Work Session in the Multipurpose Room at the Cabarrus County Governmental <br />Center in Concord, North Carolina on Monday, July 1, 2013 at 4:00 p.m. <br />Present - Chairman: <br />Commissioners <br />Absent - Vice Chairman <br />Elizabeth F. Poole <br />Larry M. Burrage <br />Christopher A. Measmer <br />Stephen M. Morris <br />H. Jay White, Sr. <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager and Megan Smit, Clerk to the Board. <br />Call to Order <br />Chairman Poole called the meeting to order at 4:02 p.m. <br />Chairman Poole announced Vice Chairman White is absent due to travel <br />with Jay M. Robinson High School students for a robotics competition in <br />Orlando. <br />Approval of Agenda <br />UPON MOTION of Commissioner Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the work session agenda as <br />presented. <br />Discussion Items - No Action <br />County Manager - Update on CCS and KCS QSCB (Qualified School Construction <br />Bonds) Projects <br />Will Crabtree, Kannapolis City Schools (KCS), reported the roof project <br />at the Kannapolis Intermediate School has been completed. He stated there is <br />a final bill to be processed for the roof project before the billing is <br />completed. <br />Len Witke, Cabarrus County Schools (CCS), presented the following <br />information as an update on the QSCB projects for CCS.
