Brent Weisner <br />Tax Collector, Cabarrus County <br />You are hereby authorized, empowered, and commanded to collect the 2013 -2014 <br />property taxes filed in the office of the Cabarrus County Assessor, and in <br />the tax receipts herewith delivered to you, in the amounts and from the <br />taxpayers likewise set forth. Such taxes are hereby declared to be a first <br />lien upon all real property of the respective taxpayers in the County of <br />Cabarrus, and this order shall be a full and sufficient authority to direct, <br />require and enable you to levy on and sell any real or personal property of <br />such taxpayer, for and on account thereof, in accordance with the law. <br />Witness my hand and official seal, this 15 t ' day of July, 2013. <br />/s/ Elizabeth F. Poole, Chairman <br />Cabarrus County Board Of Commissioners <br />Attest: <br />/s/ Megan Smit <br />Megan Smit, Clerk to the Board <br />(G) NEW BUSINESS <br />(G -1) County Manager - Sale of Tax Foreclosure Properties <br />Jonathan Marshall, Deputy County Manager, presented the following <br />information relating to the sale of tax foreclosed properties: the County <br />possesses properties acquired through tax foreclosure; the Board approved the <br />listing and sale of properties owned by the County due to tax foreclosure; <br />staff is requesting the inclusion of additional tax foreclosure properties on <br />the sales list as they are acquired; and in addition, staff is proposing to <br />set a schedule by which the minimum price may be reduced if the properties <br />are not sold within a set time period. Staff recommends reducing the price <br />by 25 percent after a property is unsold for a six -month period and further <br />reducing to 50 percent for properties unsold after a one -year period, <br />remaining at that price until sold. Mr. Marshall also reviewed the <br />notification process to property owners and advised property owners are <br />offered options for the payment of delinquent taxes. <br />Mr. Marshall also responded to a variety of questions from the Board. <br />The following issues were addressed: the approximate cost of monthly tax <br />foreclosure property maintenance is $500.00; demolition of dilapidated or <br />unsafe structures; the County has paid the portion of taxes owed to <br />municipalities, and is the sole owner of the properties; etc. <br />Richard Koch, County Attorney, advised it is more efficient to pay any <br />taxes owed to the cities so the county will have complete control over the <br />properties. <br />Mr. Marshall advised since it was discussed at the work session, an <br />article was published regarding the sale of the tax foreclosed properties, <br />which has generated phone calls from interested parties. He also advised <br />these properties are advertised on www.govdeals.com and that there are plans <br />to improve access to this information on the County website. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman White <br />and unanimously carried, the Board approved the inclusion of additional tax <br />foreclosure properties on a sales list as they are acquired and to set a <br />schedule for reducing the minimum price of properties that have not sold. <br />
