July 15, 2013 (Regular Meeting) <br />(G -2) Arts Council Discussion <br />Page 1631 <br />Vice Chairman White expressed concerns regarding the impact of <br />potential state funding cuts to the Arts Council. He advised the proposed <br />cuts, as they relate to the Cabarrus County Arts Council would be $36,000.00, <br />if not more. He stated his intent to bring awareness to the County's <br />contributions to the Arts Council and to challenge the municipalities to <br />reach 50 percent per capita in their funding of the Arts Council. <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage <br />and unanimously carried, the Board re- established $26,000.00 to the Arts <br />Council, with funds coming from the Contingency Fund; on the condition it is <br />a one -time contribution for the period of twelve months, and that the <br />municipalities achieve 50 percent per capita in a financial contribution. <br />(H) APPOINTMENTS <br />(H -1) Appointments - Library Board of Trustees <br />An appointment is needed to fill the "Midland (Southern Cabarrus <br />County)" area position on the Library Board of Trustees. An application was <br />received from Ann Holland. Ms. Holland is highly recommended by the current <br />Midland Library Trustee and is also endorsed by Dana Eure, Library Director. <br />UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage <br />and unanimously carried, the Board appointed Ann Holland to the Library Board <br />of Trustees as the "Midland (Southern Cabarrus County)" representative for a <br />three -year term ending July 31, 2016. <br />(H -2) Appointments and Removal - Centralina Workforce Development Board <br />The Centralina Workforce Development Board requests the reappointment <br />of Lisa Conger as the "Education" representative for Cabarrus County on the <br />Centralina Workforce Development Board. An exception to the "residency" <br />provision of the Appointment Policy will be needed for Ms. Conger. <br />The term of Thomas Goedeke, "Organized Labor" representative ended on <br />June 30, 2013. He has served the Centralina Workforce Development Board for <br />five years and does not wish to be reappointed. Christopher Cote has <br />submitted an application and is recommended by outgoing member Thomas Goedeke <br />to fill the vacant "Organized Labor" position. <br />Chairman Poole MOVED to reappoint Lisa Conger to the CWDB for a two - <br />year term ending June 30, 2015, including an exception to the "residency" <br />provision of the Appointment Policy; to remove Thomas Goedeke from the CWDB <br />roster and thank him for his many years of service; and to appoint <br />Christopher Cote to the CWDB as an "Organized Labor" representative for a <br />two -year term ending June 30, 2015. Commissioner Burrage seconded the <br />motion. <br />Following a brief discussion, the MOTION unanimously carried. <br />-3) Appointments and Removal - Juvenile Crime Prevention Council (JCPC <br />At its June 19, 2013 meeting, the Juvenile Crime Prevention Council <br />(JCPC) voted to recommend Marie Ramseur to fill the vacant "At- large" seat. <br />Ms. Ramseur serves on the Adult Care Home Community Advisory Committee and an <br />exception to the "service on multiple boards" provision of the Appointment <br />Policy will be needed for her. <br />The term of appointment for Katherine Fitzgerald "Substance Abuse <br />Professional" expired June 30th. She is willing to serve another term and is <br />recommended for reappointment. <br />Zachary Lustik "Student under 18" recently graduated from high school. <br />It is requested to remove his name from the JCPC roster. <br />It is also recommended to remove John Lewis "Juvenile Defense Attorney" <br />from the roster due to lack of attendance at JCPC meetings. <br />UPON MOTION of Commissioner Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board appointed Marie Ramseur to the JCPC s an <br />"At- large" member to complete an unexpired term ending September 30, 2014; <br />reappointed Katherine Fitzgerald to the JCPC as a "Substance Abuse <br />Professional" representative for a two -year term ending June 30, 2015; <br />
