<br />(F -8) Library - Approval of a Fines and Fees Policy
<br />The Cabarrus County Public Library Board of Trustees approved a Fines
<br />and Fees Policy for the Library at its May 16, 2013 meeting. The policy
<br />addresses fair and consistent application of library policies regarding fines
<br />and- fees; exceptions for waiving fines and fees; and reporting of waived
<br />fines and fees to the Board of County Commissioners. Since the policy deals
<br />with fines and fees it also requires the approval of the Board of
<br />Commissioners.
<br />UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage
<br />and unanimously carried, the Board approved the Fines and Fees Policy.
<br />(F -9) Library - Purchase of Microfilm Machine from Funds Donated by the Foy
<br />T. and Gertrude M. Hinson Memorial Trust - $12,560
<br />At the April 16, 2013 meeting of the Hinson Memorial Trust Fund, a
<br />grant was approved to benefit the Cannon Memorial Library - Kannapolis Branch
<br />in the amount of $12,560.00. The funds will be used to purchase a Microfilm
<br />machine for the Kannapolis Library. A budget revision is included for your
<br />approval.
<br />UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage
<br />and unanimously carried, the Board adopted the following budget amendment:

<br />use at the Kannapolis Librarv.

<br />;F -10) Planning and Development - Soil and Water Conservation District -
<br />A,proval of Intergovernmental Operational Agreement for Conservation of
<br />Natural Resources
<br />The Cabarrus Soil and Water Conservation District (CSWCD) approved a
<br />revised Operational Agreement at their monthly board meeting on June 4, 2013.
<br />The approved Operational Agreement is between the Natural Resources
<br />Conservation Service, the Division of Soil and Water, the Cabarrus Soil and
<br />Water Conservation District and Cabarrus County. Local responsibilities were
<br />last clarified in 2006, reflecting the restructure of the CSWCD from a
<br />department to a division within a department.
<br />Major revisions in the 2013 version reflect the 2011 transfer of the
<br />Division of Soil and Water from the Department of Natural Resources to the
<br />Department of Agriculture. The Operational Agreement is the foundation for a
<br />locally -led, voluntary approach to natural resource conservation. The CSWCD
<br />was officially chartered on August 28, 1963, as a sub -unit of state
<br />government. The year -long observance of this anniversary will commence in
<br />August.
<br />UPON MOTION of Vice Chairman White, seconded by Commissioner Burrage
<br />and unanimously carried, the Board approved the revised Operational
<br />Agreement /Memorandum of Understanding.
