August 5, 2013 (Work Session) Page 1637 <br />He advised, despite the difference on the map, the proposal is for both <br />fields to be artificial turf fields. <br />Londa Strong, Active Living and Parks Director, stated the CVB <br />(Convention and Visitors Bureau) has been involved with the project from the <br />beginning and approved the construction expenditure based on the preliminary <br />plan from McGill and Associates, advising the field could be utilized for <br />lacrosse, soccer, ultimate frisbee, flag football, volleyball and other <br />sports throughout most weeks and weekends. She requested approval to move <br />forward with this project and to select McGill and Associates for the final <br />design. <br />Mike Downs, County Manager, stated there is currently an agreement with <br />the CVB, allocating 10 percent of their revenues to the County. Five percent <br />goes to the county for administrative fees and other items, with an <br />additional five percent used to enhance county park facilities for the <br />attraction of visitors and out -of -town tournaments. He advised this project <br />meets the requirements to receive those funds and has been endorsed by the <br />CVB. He also stated the project will come before the Board for approval in <br />September; the prepared agreement will be discussed and the CVB Executive <br />Director will be present to answer questions. <br />A discussion ensued. Mr. Downs, Pam Dubois, Deputy County Manager and <br />Mr. Bilafer responded to questions from the Board. <br />Cooperative Extension - Agricultural Advisory Board - Recommendation for <br />Voluntary Agricultural District Application Approval <br />Robert Furr, Cooperative Extension Director, briefly reviewed his <br />experience, beginning with his employment in October 1991 with the NC <br />Cooperative Extension offices in Cabarrus County, after which he continued to <br />serve the NC Cooperative Extension offices throughout Stanly, Rowan and <br />Mecklenburg Counties before transferring back to Cabarrus County in mid -April <br />2013. He then presented the following information relating to a <br />recommendation for a Voluntary Agricultural District application approval: <br />The Cabarrus County Agricultural Advisory Board met on July 11, <br />2013 and approved two Voluntary Agricultural District <br />applications. In the Voluntary Agricultural Ordinance No. 2005- <br />20, Article XIV County Land -Use Planning, Section C Growth <br />Corridors, Voluntary Agricultural District applications from <br />growth corridors are subject to approval by the Board of <br />Commissioners. One of the applications, concerning the property <br />belonging to applicant Margaret Ann Adams Dover, is located in a <br />growth corridor. The property is located on Poplar Tent Road, <br />near International Drive, NW in Concord. This application has <br />the recommendation and support of the Agricultural Advisory <br />Board. <br />He also reviewed benefits of being designated as a voluntary <br />agricultural district and responded to questions from the Board. <br />Cooperative Extension - Receipt of Cannon Foundation Grant Proceeds from the <br />Cabarrus 4 -H Foundation, Inc. - $35,000.00 <br />Robert Furr, Cooperative Extension Director, presented the following <br />information relating to receipt of Cannon Foundation Grant proceeds from the <br />Cabarrus 4 -H Foundation, Inc.: <br />The Cannon Foundation, Inc. has awarded the Cabarrus County 4 -H <br />Foundation a $35,000.00 grant to be used for the 4 -H STEM program <br />and administered by the Cabarrus County Cooperative Extension <br />Department's 4 -H program. The Cabarrus County 4 -H Foundation <br />will serve as a pass- through agency for this grant. The <br />Foundation received the grant donation on June 26, 2013 and the <br />funds are required to be spent prior to June 1, 2014. <br />County Manager - Adoption of the 2013 County Management Records Retention and <br />Disposition Schedule <br />Mike Downs, County Manager, stated the North Carolina Department of <br />Cultural Resources, Division of Archives and Records, Government Records <br />Section has issued the 2013 County Management Records Retention and <br />Disposition Schedule. He advised the Department of Cultural Resources is now <br />requiring local government agencies to establish internal policies in regards <br />to setting a minimum retention period for records of short -term value that <br />are scheduled with the disposition instruction "destroy when administrative <br />
