He suggested the Board review the packet in the <br />Agenda and respond with questions and recommendations prior to the August 19 <br />meeting. He also responded to questions from the Board. <br />A brief discussion ensued. <br />County Manager - Appointment to the Charlotte Douglas International Airport <br />Commission <br />Jonathan Marshall, Deputy County Manager, presented the following <br />information relating to an appointment to the Charlotte Douglas International <br />Airport Commission: <br />The NC General Assembly recently passed Session Law 2013 -358 <br />creating the Charlotte Douglas International Airport Commission. <br />That Commission shall consist of thirteen (13) members including <br />one (1) appointed by the Cabarrus County Board of Commissioners. <br />The appointed member is required to be a registered voter of <br />Cabarrus County and "..,when practical, shall have experience in <br />aviation, logistics, construction and /or facilities management, <br />law, accounting and /or finance." Commission terms are for four <br />years, but in order to create staggered terms the initial <br />appointments from Cabarrus, Gaston, Iredell, Lincoln, Mecklenburg <br />and Union Counties shall be for two -year terms expiring on <br />December 31, 2015. <br />He requested direction on how to proceed with soliciting applications. <br />Chairman Poole recommended utilizing the same application and process <br />used for the current Boards and Committees appointments. <br />A discussion ensued. During discussion, Chairman Poole requested to <br />have information regarding appointments to the Airport Commission posted <br />prominently on the website. <br />County Manager - Request from the Town of Midland for a Sewer Easement Across <br />Wallace Park Property <br />Jonathan Marshall, Deputy County Manager, stated a number of <br />representatives from the Town of Midland as well as WSACC (Water and Sewer <br />Authority of Cabarrus County) are in attendance to present background on the <br />project and to request an easement from the county. He advised the Town of <br />Midland is planning improvements to provide sanitary sewer services to <br />additional parts of the town. The planned improvements include the <br />construction of a new sewer line across property obtained by the county for a <br />southern regional park. This sewer line is to be constructed through an <br />agreement with WSACC, which recently approved the project and budget for that <br />purpose. He also advised the Town of Midland is responsible for obtaining <br />easements for the sewer line as well as the design and engineering. <br />Kathy Kitts, Town of Midland Mayor; David Pugh, Midland Town <br />Administrator; Richard Flowe, N -Focus Planning; and Michael Wilson, WSACC <br />Deputy Executive Director /Finance, presented information regarding the <br />project cost, funding, construction, etc. Mr. Pugh stated the Town of <br />Midland is seeking the Board's support because the new sewer line is set to <br />cross through County -owned land at the future site of Rob Wallace Park. Mr. <br />Pugh, Mr. Flow and Mr. Wilson responded to questions from the Board. Tom <br />Bach, WSACC Utility Systems Engineer, was also in attendance. <br />Mike Downs, County Manager, requested clarification that in exchange <br />for the Town of Midland's requested easement, the County will receive <br />unlimited sewer connections for the park without cost or time restrictions. <br />Mr. Pugh advised he would need to verify that information with WSACC. <br />Mr. Flowe advised stub out manholes should not be installed until <br />closer to the time they will be used. He stated those would be installed at <br />WSACC's request, well in advance of the County's needs. <br />A discussion ensued. Items addressed included: language needed in the <br />agreement; joint easements for the neighboring subdivisions; easements for <br />current and future lines; etc. <br />Chairman Poole commended Mayor Kitts on how the Town and its Board has <br />been moving forward with the Town's future needs. <br />
