August 5, 2013 (Work Session) <br />Page 1639 <br />County Manager - Revision to Chapter 78, Article III Code of Ordinances <br />Jonathan Marshall, Deputy County Manager, advised WSACC (Water and <br />Sewer Authority of Cabarrus County) has made changes to their Sewer Use <br />Ordinance (SUO) to include new federal and state regulations. This ordinance <br />allows WSACC to implement their pretreatment program for wastewater. There <br />is an agreement between WSACC and Cabarrus County that requires the County to <br />adopt an SUO that is the same as WSACC. That ordinance is included in <br />Chapter 78, Article III of the Code of Ordinances. He stated a public <br />hearing will be required. <br />EDC - Economic Development Grant Request for Windshear <br />Carroll Gray, Interim Cabarrus Economic Development Corporation (EDC) <br />President and CEO, briefly reviewed some of his career highlights and <br />qualifications for his new role with the EDC. <br />Chairman Poole advised a public hearing for consideration of an <br />economic development grant between Windshear and Cabarrus County had <br />inadvertently failed to be scheduled following the July 15 closed session. <br />Due to time constraints, it is necessary to schedule the public hearing at <br />today's work session. <br />UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Morris <br />and unanimously carried, the Board suspended its Rules of Procedures in order <br />to take action due to time constraints. <br />UPON MOTION of Commissioner Morris, seconded by Commissioner Burrage, <br />with Chairman Poole and Commissioners Burrage and Morris voting for and Vice <br />Chairman Measmer voting against, the Board scheduled a public hearing for the <br />regular meeting on August 19, 2013 at 6:30 p.m. or as shortly thereafter as <br />persons may be heard, for consideration of an Economic Development Grant (3 <br />years, 85 percent) between Windshear and Cabarrus County. <br />Finance - Rent and Utilities for Human Services and Elma C. Lomax Incubator <br />Farm - Budget Amendment <br />Paarth Mehta, Budget Analyst, reported in the FY14 budget, the rent, <br />power and natural gas associated with the Human Services building and Elma C. <br />Lomax Incubator Farm were not appropriately budgeted. He advised a budget <br />amendment for additional funds in the amount of $35,136.00 is needed to <br />satisfy the total rent and utility expenses for these sites. He also <br />responded to questions from the Board. <br />Finance - Reappropriation of Funds for Ongoing Projects <br />Paarth Mehta, Budget Analyst, reported each year there are projects <br />that need to be transitioned or carried over to the new fiscal year when they <br />are unable to be completed within the fiscal year for which they were <br />budgeted. He noted a number of these projects are school projects that are <br />typically done during the summer while school is out for summer break. He <br />advised a reappropriation of funds, via fund balance, is needed to transition <br />projects to the new fiscal year. He further advised, in September, an <br />additional list of primarily grant- related projects will be provided. The <br />total amount of these reappropriat ions is unable to be determined until the <br />books are closed. <br />Chairman Poole advised commissioners to review the list and send any <br />questions to Mr. Mehta prior to the regular meeting. <br />General Services - Award of Service Truck(s) and SUV(s) Bids <br />Kyle Bilafer, General Services Director, reported a public bid for four <br />(4) service trucks, one (1) dump truck and three (3) SUV's was advertised. <br />He advised a total of three (3) companies submitted sealed bids on the <br />various vehicles. Based on the outcome of those bids, it is recommended to <br />purchase four (4) service trucks, one (1) dump truck and one (1) SUV from <br />Hilbish Ford for a total amount of $170,150.00. He clarified the <br />advertisement for three (3) SUV's was advertised as such in order to provide <br />the customer with three different types of SUV's to choose from. In addition <br />to the public bid advertisement, he stated five (5) dealerships in the local <br />area were sent bid packages.
