August 19, 2013 (Regular Meeting) <br />Page 1643 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, August 19, 2013, at <br />6:30 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Christopher A. Measmer <br />Larry M. Burrage <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6:30 p.m. <br />Boy Scout Troop 221 from Calvary Lutheran Church in Concord conducted <br />the Flag Ceremony. Scouts participating were: Ash Berger, Mason Berger and <br />Mohit Bajaj. <br />Reverend Michael Waters from Parkwood Baptist Church in Concord <br />delivered the invocation. <br />(A) APPOINTMENT OF COMMISSIONER <br />(A -1) BOC - Appointment of Incoming Commissioner <br />Chairman Poole advised the Cabarrus County Republican Party Executive <br />Committee nominated Jason Oesterreich on August 8, 2013, to fill the vacancy <br />on the Cabarrus County Board of Commissioners, pursuant to NCGS 153A -27.1. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman Measmer <br />and unanimously carried, the Board appointed Jason Oesterreich to the <br />Cabarrus County Board of Commissioners to fill the vacancy on the Board of <br />Commissioners and to serve until the first Monday in December, 2014. <br />(A -2) BOC - Swearing -In of Incoming Commissioner <br />The Honorable Martin B. McGee, District Court Judge, administered the <br />following oath of office to Commissioner Oesterreich: <br />CABARRUS COUNTY <br />BOARD OF COMMISSIONERS <br />OATH OF OFFICE <br />I, Jason A. Oesterreich, do solemnly swear that I will support the <br />Constitution of the United States; so help me, God. <br />I, Jason A. Oesterreich, do solemnly and sincerely swear that I will be <br />faithful and bear true allegiance to the State of North Carolina, and to the <br />constitutional powers and authorities which are or may be established for the <br />government thereof; and that I will endeavor to support, maintain, and defend <br />the Constitution of said State, not inconsistent with the Constitution of the <br />United States, to the best of my knowledge and ability; so help me, God. <br />I, Jason A. Oesterreich, do solemnly swear that I will support and <br />maintain the Constitution and laws of the United States, and the Constitution <br />and laws of North Carolina not inconsistent therewith, and that I will <br />faithfully discharge the duties of my office as Cabarrus County Commissioner; <br />so help me, God. <br />/s/ Jason A.
