August 19, 2013 (Regular Meeting) <br />Page 1677 <br />fundamentally different from the factors considered by EPA when <br />developing the categorical pretreatment standard. <br />(d) A user may obtain a net gross adjustment to a categorical standard in <br />accordance with 40 CFR 403.15. <br />(e) A user may request a removal credit adjustment to a categorical <br />standard in accordance with 40 CFR 403.7. <br />2.3 Industrial Waste Survey and Local Limits <br />An Industrial Waste Survey is required prior to a user discharging wastewater <br />containing in excess of the following average discharge limits. <br />BOD -- <br />300 <br />MG /L <br />COD - <br />675 <br />MG /L <br />TSS -- <br />250 <br />MG /L <br />NH - <br />15 <br />MG /L <br />Aluminum - <br />1.80 <br />MG /L <br />Arsenic - <br />0.003 <br />MG /L <br />Cadmium - <br />0.003 <br />MG /L <br />Copper - <br />0.090 <br />MG /L <br />Chromium - <br />0.020 <br />MG /L <br />Cyanide - <br />0.015 <br />MG /L <br />Lead - <br />0.049 <br />MG /L <br />Mercury - <br />0.0003MG /L <br />Nickel - <br />0.021 <br />MG /L <br />Silver - <br />0.005 <br />MG /L <br />Zinc - <br />0.176 <br />MG /L <br />Total Oil & Grease - <br />100 <br />MG /L <br />Industrial Waste Survey information will be used to develop user - specific local <br />limits when necessary to ensure that the POTW's maximum allowable headworks <br />loading is not exceeded for particular pollutants of concern. User - specific <br />local limits for appropriate pollutants of concern shall be included in <br />wastewater permits. The Executive Director may impose mass limits in addition <br />to, or in place of, concentration -based limits. <br />2.4 Rule of Stringency <br />The most stringent limitations and requirements on pretreatment of discharges <br />to a POTW in effect, whether imposed by WSACC, state or federal government, <br />shall apply. The user will be required to implement such pretreatment as <br />necessary to comply with the applicable standards. <br />2.5 Right Of Revision <br />WSACC reserves the right to establish limitations and requirements which are <br />more stringent than those required by either State or Federal regulation if <br />deemed necessary to comply with the objectives presented in Section 1.1 of this <br />ordinance or the general and specific prohibitions in Section 2.1 of this <br />ordinance, as is allowed by 40 CFR 403.4. <br />2.6 Dilution <br />No user shall ever increase the use of process water or, in any way, <br />attempt to dilute a discharge as a partial or complete substitute for <br />adequate treatment to achieve compliance with the limitations contained <br />in the National Categorical Pretreatment Standards, unless expressly <br />authorized by an applicable pretreatment standard, or in any other <br />pollutant- specific limitation developed by WSACC or State. <br />2.7 Pretreatment of Wastewater <br />(a) Pretreatment Facilities <br />Users shall provide wastewater treatment as necessary to comply with this <br />ordinance, and wastewater permits issued under Section 4.2 of this <br />ordinance and shall achieve compliance with all national categorical <br />pretreatment standards, local limits and the prohibitions set out in <br />
