Any facilities necessary for compliance shall be provided, <br />operated, and maintained at the user's expense. Users shall not discharge <br />wastewater requiring treatment either directly or indirectly to WSACC's <br />wastewater treatment system without first notifying and obtaining <br />approval from the Executive Director. Detailed plans for the pretreatment <br />facilities signed and sealed by a North Carolina Professional Engineer <br />shall be delivered to and received by WSACC for review and an <br />"Authorization to Construct" shall be issued by WSACC prior to <br />construction of the pretreatment facilities. The user shall be solely <br />responsible for the design, construction and operation of such <br />pretreatment facilities as may be necessary to comply with the provisions <br />of this ordinance. The review of such plans and operating procedures and <br />the issuance of the "Authorization to Construct" will in no way relieve <br />the user from the responsibility of modifying the facilities as necessary <br />to produce an effluent acceptable to WSACC under the provisions of this <br />ordinance. Any subsequent changes in the pretreatment facilities or <br />method of operation shall be reported to and be approved by the Executive <br />Director prior to the user's initiation of the changes. <br />Additional Pretreatment Measures <br />(1) Whenever deemed necessary, the Executive Director may require users <br />to restrict their discharge during peak flow periods, designate <br />that certain wastewater be discharged only into specific sewers, <br />relocate and /or consolidate points of discharge, separate sewage <br />waste streams from industrial waste streams, and such other <br />conditions as may be necessary to protect the POTW and determine <br />the user's compliance with the requirements of this ordinance. <br />Suspension of wastewater treatment service shall be subject to <br />Section 8.1(f). <br />(2) Grease, oil and sand interceptors shall be provided when, in the <br />opinion of the Executive Director, they are necessary for the <br />proper handling of wastewater containing excessive amounts of <br />grease and oil, or sand; except that such interceptors shall not be <br />required for residential users. All restaurants and slaughtering <br />operations shall have grease interceptors or grease removal <br />facilities. All interception units shall be of type and capacity <br />approved by the Executive Director and shall be so located to be <br />easily accessible for cleaning and inspection. Such interceptors <br />shall be inspected, cleaned, and repaired regularly, as needed, by <br />the user at their expense. <br />(3) Flow Equalization. The Executive Director may require any person <br />discharging into the POTW to install and maintain, on the property <br />and at their expense, a suitable storage and flow- control facility <br />to ensure equalization of flow. A wastewater discharge permit may <br />be issued solely for flow equalization. Such facility shall have a <br />capacity of at least eighty (80) percent of the normal volume of <br />one (1) twenty four hour production period of wastewater and <br />outlet to the sewer controlled by a waterworks -type controller, or <br />other approved device, the setting of which shall be directed by <br />the Executive Director. <br />(4) Control Manhole. Any person discharging non - domestic wastewater <br />into WSACC's sanitary sewer shall construct and maintain a suitable <br />control manhole to facilitate observation, measurements and <br />sampling of all wastewater including domestic wastewater from the <br />industry. The control manhole shall be constructed downstream from <br />any treatment, storage or other approved system at a suitable and <br />satisfactory location and built in a manner approved by the <br />Executive Director or his designee. <br />(5) Measuring Device. Where a storage tank is not required, the <br />control manhole shall be equipped with a permanent type volume <br />measuring device such as a nozzle, or other device approved by the <br />Executive Director. The manhole shall be installed by the person <br />discharging the wastewater at his own expense and shall be <br />maintained by him so as to be safe, accessible and in proper <br />operating condition at all times. <br />
