Notice shall be given to the Executive <br />Director or his designee when normal industry will be interrupted <br />for seventy two (72) hours or longer and wastewater will not be <br />available for discharge, or when a change of process is <br />contemplated or malfunction of the treatment facility occurs or is <br />anticipated which will alter demands on the wastewater treatment <br />facilities. Normal operations shall include allowance for legal <br />holidays and other announced plant shutdowns. <br />(7) Users with the potential to discharge flammable substances may be <br />required to install, maintain and operate, at the user's expense, <br />an approved combustible gas detection meter. <br />(8) WSACC may require a user, who has the potential to discharge <br />wastewater in violation of pretreatment standards, to install, <br />maintain, and operate at the user's expense, an approved pH <br />controller and meter related to pH. <br />Plans for the construction of the equalization tank, control manhole, <br />controlling devices, and volume measuring devices shall be approved by <br />the Executive Director prior to the beginning of construction. <br />2.8 Accidental Discharge /Slug Control Plans <br />(a) The Executive Director shall evaluate whether each significant industrial <br />user needs a plan or other action to control or prevent slug discharges <br />as defined in Section 1.2 (a)(55). All SIUs must be evaluated within one <br />year of being designated an SIU. The Executive Director may require any <br />user to develop, submit for approval, and implement such a plan or other <br />specific action. Alternatively, the Executive Director may develop such a <br />plan for any user. <br />(b) Facilities to prevent accidental or slug discharges of prohibited <br />materials shall be provided and maintained at the owner's or user's <br />expense. Detailed plans of the facilities and operating procedures must <br />be delivered to and received by WSACC for review before construction of <br />the facility. Completion of an accidental or slug discharge plan may be <br />required before a wastewater discharge permit will be issued. Review of <br />such plans and operating procedures shall not relieve the SIU from the <br />responsibility of modifying the SIU's facilities as necessary to meet the <br />requirements of this ordinance. <br />(c ) All SIUs are required to notify the POTW immediately of any changes at <br />its facility affecting the potential or spills, and other accidental <br />discharge, discharge of a non - routine, episodic nature, a non- customary <br />batch discharge, or a slug load. Also, see Sections 5.5 and 5.6. <br />(d) An accidental discharge/ slug control plan shall address, at a minimum, <br />the following: <br />(ln) Description of discharge practices, including non - routine batch <br />discharges; <br />(2b) Description of stored chemicals; <br />(3e) Procedures for immediately notifying the Executive Director and the <br />POTW of any accidental or slug discharge, as required by Section <br />5.6 of this ordinance; and <br />(4 , d) Procedures to prevent adverse impact from any accidental or slug <br />discharge. Such procedures include, but are not limited to, <br />inspection and maintenance of storage areas, handling and transfer <br />of materials, loading and unloading operations, control of plant <br />site runoff, worker training, building of containment structures or <br />equipment, measures for containing toxic organic pollutants, <br />including solvents, and /or measures and equipment for emergency <br />response. <br />2.9 Pump and Haul Wastewater Procedures <br />
