The permit number must be prominently displayed by the <br />contracte-r- hauler on the cab of the truck or on the tank in which sludge <br />or waste is transported. <br />(b) The contract hauler must apply for and receive a discharge permit from <br />WSACC, accompanied by the applicable fee prior to discharging to the <br />POTW. By accepting the permit to introduce septic tank sludge and <br />chemical toilet wastes derived only from domestic sources into the sewer <br />system the contract hauler agrees to dump or empty such sludge and waste <br />only at designated structures, at such times as are established by the <br />POTW, and to maintain these structures and the area surrounding them in a <br />proper condition of cleanliness. Such waste shall not violate Section 2 <br />of this ordinance or any other requirements established by WSACC. <br />(c) The contract hauler shall not empty into the sewer system any grease trap <br />wastes. <br />(d) The contract hauler shall not empty into the sewer system any industrial <br />wastes without prior written approval from WSACC. The contract hauler <br />must provide any and all information, including sampling analysis, <br />requested by the Executive Director. <br />(e) In addition to permit requirements, WSACC may require the contract hauler <br />to provide with every load a representative sample of the waste to be <br />discharged. For any sampling and analysis conducted by WSACC on the pump <br />and haul waste, WSACC may include the cost incurred for such sampling and <br />analysis on the contract ,hauler's next sewer usage bill. The contract <br />hauler may also be required to provide the name, address and phone number <br />of the customer for which the sample was provided. <br />(f) Upon failure to maintain structures in a proper condition of cleanliness, <br />failure to have a currently valid permit from the North Carolina <br />Department of Solid Waste or failure to pay charges due to WSACC as <br />hereinafter provided, WSACC may deny a contract hauler permission to <br />dispose of waste into the sewer system and /or revoke or suspend the <br />discharge permit. WSACC will notify the Cabarrus Health Alliance and /or <br />State of such denial of permission to any contract hauler. <br />(g) Failure of the contract hauler to comply in accordance with the ordinance <br />or discharge permit or the submission of false or misleading information <br />on an application may result in revocation of permit and /or penalties as <br />provided for in Section 8. <br />(h) The contract hauler is responsible for any and all damages resulting from <br />improper handling and /or spillage. <br />( User fees shall be established at a rate to recover the cost of treatment <br />and administration of the contract hauler program. Fees and payment <br />policy shall be approved by the Board of Directors and shall be paid in <br />accordance with the procedure established by the Executive Director. <br />SECTION 3 - FEES <br />3.1 Purpose <br />It is the purpose of this section to provide for the recovery of costs from <br />users of WSACC's wastewater disposal system for the implementation of the <br />program established herein. The applicable charges or fees shall be set forth <br />in WSACC's schedule of charges and fees by the Executive Director and approved <br />
