August 19, 2013 (Regular Meeting) Page 1646 <br />Yadkin Soil and Water Conservation District on August 28, 1963, in compliance <br />with N.C. General Statute 139; and <br />WHEREAS, August 28, 2013, marks the 50th anniversary of Cabarrus Soil <br />and Water Conservation District and represents a significant milestone in the <br />stewardship of natural resources; <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners do hereby proclaim August 28, 2013, as the beginning of the 50 <br />anniversary year of Cabarrus Soil and Water Conservation District and commend <br />its celebration to all citizens. <br />Adopted this the 19t day of August, 2013. <br />/s/ Elizabeth F. Poole, Chairman <br />Cabarrus County Board of Commissioners <br />Chairman Poole opened the meeting for Informal Public Comments at 6:47 <br />p.m. She stated each speaker would be limited to three minutes. <br />Price Crutchfield, resident of 592 Love Street in Concord, expressed <br />dissatisfaction with members of the Concord Police Department. He also <br />expressed satisfaction with members of the Kannapolis Police Department. <br />With there being no one else to address the Board, Chairman Poole <br />closed that portion of the meeting. <br />(F) OLD BUSINESS <br />None. <br />CONSENT AGENDA <br />(G -1) BOC - Cooperative Extension - Agricultural Advisory Board - <br />Recommendation for Voluntary Agricultural District Application Approval <br />The Cabarrus County Agricultural Advisory Board met on July 11, 2013 <br />and approved two Voluntary Agricultural District applications. <br />In the Voluntary Agricultural Ordinance No. 2005 -20, Article XIV County <br />Land -Use Planning, Section C Growth Corridors, Voluntary Agricultural <br />District applications from growth corridors are subject to approval by the <br />Board of Commissioners. One of the applications, concerning the property <br />belonging to applicant Margaret Ann Adams Dover is located in a growth <br />corridor. The property is located on Poplar Tent Road, near International <br />Drive, NW in Concord. This application has the recommendation and support of <br />the Agricultural Advisory Board. <br />UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved the Agricultural Advisory Board's <br />recommended application from Margaret Ann Adams Dover for inclusion in the <br />Voluntary Agricultural Districts. <br />(G -2) Cooperative Extension - Receipt of Cannon Foundation Grant Proceeds <br />from the Cabarrus 4 -H Foundation, Inc. - $35,000.00 <br />The Cannon Foundation, Inc. has awarded the Cabarrus County 4 -H <br />Foundation a $35,000.00 grant to be used for the 4 -H STEM program and <br />administered by the Cabarrus County Cooperative Extension Department's 4 -H <br />program. The Cabarrus County 4 -H Foundation will serve as a pass- through <br />agency for this grant. The Foundation received the grant donation on June <br />26, 2013 and the funds are required to be spent prior to June 1, 2014. <br />UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board accepted the Cannon Foundation grant from <br />the Cabarrus County 4 -H Foundation and approved the following budget <br />amendment: <br />Date:7 /17/2013 Amount: $35, 000 <br />Dept.
