August 19, 2013 (Regular Meeting) Page 1645 <br />Susie Morris, Planning and Zoning Manager, recognized Danny Fesperman <br />for his service on the Planning and Zoning Commission. She stated Mr. <br />Fesperman served on the Commission since the restructuring in August 2005. <br />He also served on the City of Concord's Planning and Zoning Commission as the <br />County- appointed ETJ representative from July 1997 to August 2003. She <br />advised these combined appointments equal 14 years of service to Cabarrus <br />County and also highlighted a number of accomplishments during his tenure on <br />the Commission. <br />Commissioner Burrage presented a certificate of appreciation to Danny <br />Fesperman for eight years of dedicated service (August 15, 2005 - August 31, <br />2013) as a member of the Cabarrus County Planning and Zoning Commission. Mr. <br />Fesperman accepted the certificate and expressed appreciation for the <br />opportunity to serve the County. <br />(D -3) Planning and Development - Soil and Water Conservation District - 50th <br />Anniversary Proclamation <br />Chairman Poole read the proclamation aloud. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman Measmer <br />and unanimously carried, the Board adopted the following proclamation: <br />Proclamation No. 2013 -12 <br />CABARRUS SOIL AND WATER CONSERVATION DISTRICT <br />50 ANNIVERSARY PROCLAMATION <br />WHEREAS, the internationally recognized soil and water conservationist, <br />Dr. Hugh Hammond Bennett, a North Carolina native from Anson County, <br />dedicated his life to soil and water conservation and brought national <br />attention to soil erosion; and <br />WHEREAS, Dr. Bennett recognized that a national soil and water <br />conservation program with local leadership would be the most successful model <br />for working with local private landowners in addressing erosion problems; and <br />WHEREAS, at Dr. Bennett's urging, President Franklin D. Roosevelt <br />promoted sample state legislation that would create local soil and water <br />conservation districts across the United States to lead and direct soil and <br />water conservation programs at the local level; and <br />WHEREAS, since 1937, North Carolina conservation districts have been <br />instrumental in improving the state's natural resources through voluntary, <br />incentive -based conservation programs, and continue to be the primary voice <br />for the protection, wise use, and conservation of all of the state's natural <br />resources; and <br />WHEREAS, Cabarrus Soil and Water Conservation District is one of 96 <br />conservation districts which cover all of North Carolina and is led by 5 <br />elected and appointed North Carolina citizens known as conservation district <br />supervisors who provide leadership for local, voluntary stewardship of <br />natural resources; and <br />WHEREAS, Cabarrus Soil and Water Conservation District exists to <br />encourage the informed and responsible use of the land and all its natural <br />resources —soil, water, animals, plants and air; and <br />WHEREAS, Cabarrus Soil and Water Conservation Districts delivers <br />effective conservation education programs to over 7,500 school children and <br />adults each year; and <br />WHEREAS, the land and these natural resources are renewable and more <br />enduring than the gold for which Cabarrus County is famous; and <br />WHEREAS, Cabarrus Soil and Water Conservation District has been served <br />by prominent male and female leaders in our community, including farmers, a <br />banker and other business persons, a doctor, educators, a lawyer and a <br />pastor; and <br />WHEREAS, Cabarrus Soil and Water Conservation District was established <br />as a single- county conservation district out of the multi - county Middle <br />
