August 19, 2013 (Regular Meeting) <br />Page 1687 <br />(1) A sketel� anel det deseE iptien afire -i d s €a1 faellities -an <br />e}i,seharEje te -the PGTW -anei all eetab1is1:teeieefapl}anee FReia4- sg <br />pei <br />(2) <br />applieatien wh}eh iReludes at least the -fel 1 ew n <br />(i) The icafe -er fregeeney ef the- pi=epes-ed diselse - }z the <br />discharge - is eentineees, the - - --g = e _-, l fle <br />(ii) 3 c - aet:ael -aver -age daily disehaicge is <br />eeneentr- at-ien -ef aim-- liffiited pell-etant anei any e , _t �+ <br />identi €i ed-Amn the -appl iea�.ien -tea as ;new er ; <br />a-Rd <br />(iii) The basis €er- the pretrea-tfeent� limfaitatiens inel ding <br />tfre- deeafftentatien ef-any ealediatiens in applying <br />eateger-iea! p? _ stane <br />(c) Final Action On Wastewater Discharge Permit Applications <br />(1) The Executive Director shall take final action on all applications <br />not later than 90 days following receipt of a complete application. <br />(2) The Executive Director is authorized to: <br />(A) Issue a wastewater discharge permit containing such <br />conditions as are necessary to effectuate the purposes of <br />this ordinance and N.C.G.S. 143 - 215.1; <br />(B) Issue a wastewater discharge permit containing time schedules <br />for achieving compliance with applicable pretreatment <br />standards and requirements; <br />(C) Modify any permit upon not less than 60 days notice and <br />pursuant to Section 4.4 (b) of this ordinance; <br />(D) Revoke or suspend a permit pursuant to Section 8.1 of this <br />ordinance; <br />(E) Deny a permit application when in the opinion of the <br />Executive Director such discharge may cause or contribute to <br />pass through or interference of or where necessary to <br />effectuate the purposes of N.C.G.S. 143 - 215.1; and <br />(F) Determine, based on the application, that the applicant is <br />not an SIU. <br />(d) Permit Conditions <br />(1) The Executive Director or designee shall have WSAGG the authority <br />to grant a permit with such conditions attached as he believes <br />necessary to achieve the purpose of this ordinance and N.C.G.S. <br />143 - 215.1. Wastewater discharge permits shall contain, but are not <br />limited to, the following: <br />(Ai) A statement of duration (in no case more than five years); <br />(Bii) A statement of non - transferability; <br />(Ciii) Applicable effluent limits based on categorical standards or <br />local limits or both; <br />(Div) Applicable monitoring, sampling, reporting, notification, and <br />record keeping requirements. These requirements shall include <br />an identification of pollutants to be monitored, sampling <br />location, sampling frequency, and sample type based on <br />Federal, State and local law. <br />
