Approximately 90 County <br />employees attended and 48 surveys were completed. <br />It is recommended that Cabarrus County enter into a MFP five -year <br />service agreement with Sharp Business Systems based on their <br />demonstrated ability to implement requirements and estimated <br />savings of $208,000.00 over the life of the contract based on <br />FY13 volumes. These savings align with goals established in the <br />Manage Print Services strategy in 2005, focusing on controlling <br />the cost of printing, ensuring devices are deployed effectively <br />and enhancing business processes through document workflow and <br />document management solutions. <br />The selected vendor will work with Cabarrus County ITS to order a <br />new, appropriately -sized fleet in October, with the new devices <br />being deployed in November. <br />Mr. Shanley also responded to questions from the Board. <br />Planning and Development - Proposed Text Amendment TEXT2013- 00003, Amendments <br />to Chapters 2, 4, 8 and 12 - Public Hearing 6:30 P.M. <br />Susie Morris, Planning and Zoning Manager, presented the following <br />information relating to proposed Text Amendments to Chapters 2, 4, 8 and 12: <br />Chapter 2 - Clarification of definition of bona fide farm <br />(SL2013 -347). Additional definitions are also being added. <br />Changes are located on pages 2, 5, 8, 9, 22 and 25. <br />Chapter 4 - Overlay Districts and Zones - Remove outdated <br />language (Rimertown Overlay, Manufactured Home Overlay, Airport <br />Overlay). <br />Chapter 8 - Act to Facilitate the Deployment of Mobile Broadband <br />and Other Enhanced Wireless Communications (SL 2013 -185). <br />Changes to #36, Wireless Telecommunications Services only. <br />Effective date of October 1, 2013. <br />Chapter 12 - Modernization of the Board of Adjustment Statutes <br />(SL2013 -126) changes. Effective date of October 1, 2013. <br />Ms. Morris advised the Planning and Zoning Commission voted unanimously <br />on August 13, 2013 in favor of submitting each of these amendments to the <br />Board of Commissioners for final consideration. She stated a public hearing <br />will be needed. <br />Richard Koch, County Attorney, advised the amendments were also <br />reviewed by the Text Amendment Subcommittee of the Planning and Zoning Board. <br />He reiterated that changes to Chapters 8 and 12 are mandated by state law. <br />In response to a question from the Board, Ms. Morris advised only one <br />public hearing is needed for comment on any of the proposed amendments. <br />Tax Administration - Request Approval of the Final Survey of the <br />Cabarrus /Stanly County Line <br />Greg Belk, Special Boundary Commissioner for Cabarrus County, reported <br />in 1994, 1997, 1999 and 2006, the Cabarrus County Board of Commissioners <br />requested the North Carolina Geodetic Survey (NCGS) aid in establishing our <br />boundaries with surrounding counties by a resolution in accordance with North <br />Carolina General Statute 153A -18. He advised in April 2013 the Board <br />requested the survey be completed for the Cabarrus /Stanly County line. The <br />survey was completed in May 2013. He stated the final plats were submitted <br />to the North Carolina Geodetic Survey, who agreed they are in accordance with <br />the mapping requirements at that time. Staff has also reviewed the plats and <br />is ready to move forward with the adoption of the final survey. <br />Mr. Belk also responded to questions from the Board. <br />Jonathan Marshall, Deputy County Manager, advised all property owners <br />along the county line were notified and open houses were held in Cabarrus and <br />Stanly Counties to address questions. <br />County Manager - Transfer of Tax Foreclosure Parcel to Concord <br />
