These particular projects are primarily grant - <br />related. <br />In response to a question from the Board, Ms. Wilson stated these are <br />projects that were unable to be completed by the end of the 2013 fiscal year. <br />Finance - Small Projects Fund Budget Adjustments and Updated Capital Project <br />Ordinance <br />Susan Fearrington, Assistant Finance Director, presented the following <br />information relating to Small Projects Fund budget adjustments and an updated <br />Capital Project Ordinance: <br />The Harvest Facility Project has been completed and a budget <br />amendment is included to adjust the revenue and expenditure <br />budget line items to the actual $1,686,520.00 and to make a <br />$49,814.93 contribution to the General Fund for excess funds. <br />The Elma C. Lomax Farm operations have been recorded in the <br />General Fund. A budget amendment is included to adjust the <br />revenue and expenditure line items to the actual Farm Budget of <br />$447,465.09. Capital related expenditures will remain in the <br />Small Projects Fund. <br />Deferred Tax and Deferred Tax Interest is recorded in the Small <br />Projects Fund. In the past, $82,498.00 of Deferred Revenues was <br />used for E1ma C. Lomax Farm expenditures. A budget amendment is <br />included to record the excess collected Deferred Tax Revenues of <br />$400,000.00 and the corresponding expenditure. The excess <br />collected funds will be available for future appropriation for <br />the support of Local Agricultural Preservation Projects. <br />General Services - Concord Senior Center Addition /Renovations Bid Award <br />As it relates to the Concord Senior Center addition /renovations bid, <br />Kyle Bilafer, General Services Director, stated four (4) sealed bids from <br />informal bidding were solicited for the Concord Senior Center <br />addition/ renovations and were received on August 14, 2013. He advised staff <br />reviewed the submissions and Ike °s Construction, Inc. was the low bidder with <br />a cost of $315,064.00. He stated the bid is below the budgeted amount and <br />requested the Board approve the bid award and authorize the County Manager to <br />execute the contract between Cabarrus County and Ike's Construction, Inc. <br />Mr. Bilafer also responded to questions from the Board. <br />General Services - Old Jail Demolition /Courthouse Annex Renovations <br />Construction /Demolition Bid Award <br />Note: This item was moved to the October Agenda due to lack of <br />response from bidders. <br />Kyle Bilafer, General Services Director, advised only two bids were <br />received for the Old Jail Demolition /Courthouse Annex Renovations <br />Construction /Demolition Bid, which by law, does not meet the minimum number <br />of required bids for formal bidding. The bidding period has been extended; <br />if the minimum of three bids is not met after the extended period of time, <br />the lower of the two bids may be accepted. He further explained the bidding <br />process and responded to questions from the Board. <br />ITS - Multi- functional Print Services Contract <br />Todd Shanley, Information Technology Services Manager, presented the <br />following information relating to a contract for Multi - functional Print <br />Services: <br />Cabarrus County's current multi- functional printer (MFP) five - <br />year services contract expires November 2013. Interested MFP <br />vendors were given information on current usage and were also <br />given tours of County facilities with the opportunity to see <br />staff interaction with and location of MFP devices. <br />Vendors were requested to use this data in making recommendations <br />on the appropriate size of the County's MFP fleet. Additionally, <br />vendors were welcomed to demonstrate their devices to staff at a <br />Vendor Day hosted by ITS. Cabarrus County staff was invited to <br />the device demonstrations, to ask questions and interact with the <br />devices. Staff was requested to complete a survey on the ease -of <br />
