She also advised the availability of Byron Haigler, ALP <br />Program Manager, in attendance to answer questions. <br />A discussion ensued. During discussion, Commissioner Morris disclosed <br />he is a member of the Cabarrus Rotary Club. Ms. Strong, Mr. Kiger and Mr. <br />Haigler also responded to questions from the Board. <br />BOC - Resolution Amending the Cabarrus County Board of Commissioners' Meeting <br />Schedule for Calendar Year 2013 <br />Mike Downs, County Manager, advised a resolution is needed to amend the <br />Board's calendar to include a fall retreat. October 10 was recognized as a <br />potential date for the one -day retreat. He recommended Board members send <br />suggestions for topics they wish to address during the retreat. <br />County Manager - Public Safety Emergency Communication System - P25 Radio <br />System Enhancements <br />Mike Downs, County Manager and Sergeant Jody Johnson, Cabarrus County <br />Sheriff's Office, presented a request for P25 radio system enhancements for <br />the Public Safety Emergency Communication System. The following information <br />was addressed: Phase II of the County's Emergency Communication System <br />transition will move the remaining 6 channels from an analog format to a full <br />12- channel digital system; the total cost of the contract with Motorola will <br />be $1,169,975.00; on account of an interlocal agreement, the County's portion <br />will be $467,990.00; the County has an interlocal agreement with the Cities <br />of Concord and Kannapolis; based on said agreement, the County and City of <br />Concord both pay 40 percent with the City of Kannapolis paying the remaining <br />20 percent; the payment split is based on the size of the systems and the <br />number of towers; the cost is included in the FY 2014 budget; etc. <br />During discussion, Mr. Downs, Sergeant Johnson and Pam Dubois, Deputy <br />County Manager, responded to questions from the Board. <br />Finance - Reappropriation of Funds for Ongoing Projects <br />Ann Wilson, Finance Director, presented the following information <br />relating to a request for reappropriation of funds for ongoing projects: <br />Each year there are projects that need to be transitioned to the <br />new fiscal year when they are unable to be completed within the <br />fiscal year for which they are budgeted.
