September 16, 2013 (Regular Meeting) Page 1731 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, September 16, 2013, <br />at 6:30 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />Christopher A. Measmer <br />Larry M. Burrage <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6:32 p.m. <br />The Mount Pleasant High School Air Force JROTC conducted the Flag <br />Ceremony. Students participating were: Joseph Mayas, Cadet 2nd Lieutenant; <br />Gary Cooper, Cadet Major; Emily Shepard, Cadet Captain; and Hunter Moore, <br />Cadet Captain. <br />Pastor Bob Wallace from Connect Christian Church delivered the <br />invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Morris <br />and unanimously carried, the Board approved the minutes of June 17, 2013 <br />(Regular Meeting), July 1, 2013 (Work Session), July 15, 2013 (Regular <br />Meeting), August 5, 2013 (Work Session) and August 19, 2013 (Regular Meeting) <br />as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda: <br />Additions: <br />Recognitions and Presentations <br />C -1 CCS - Recognition of Honors Awarded to Cabarrus County Schools <br />Personnel <br />New Business <br />G -3 Human Services - Update on Food and Nutrition Services <br />UPON MOTION of Vice Chairman Measmer, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board approved the Agenda as <br />amended. <br />C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) CCS - Recognition of Honors Awarded to Cabarrus Counter Schools <br />Personnel <br />Chairman Poole recognized the honors awarded to the following Cabarrus <br />County Schools (CCS) personnel: <br />Carla Black, Concord High School Principal, was named "Educator <br />of the Decade" by the Cabarrus County NAACP. Ms. Black was <br />presented her award at the Cabarrus County Board of Education <br />meeting on August 12, 2013. <br />Lisa Conger, CCS Director of Career and Technical Education <br />(CTE) , was designated as "2013 North Carolina Danny Hardee CTE <br />Administrator of the Year ". Ms. Conger received the regional <br />award in the spring before competing against other regions <br />throughout the state. <br />Lynn Rhymer, Central Cabarrus High School Principal, was named <br />"2013 Wells Fargo Principal of the Year for Cabarrus County <br />Schools" by a program cc- sponsored by Wells Fargo and the North <br />Carolina Department of Public Instruction. Ms. Rhymer will go on <br />to compete against other principals throughout the state, as the <br />selection process for the 2013 Wells Fargo Principal of the Year <br />continues. <br />
