September 16, 2013 (Regular Meeting) Page 1731 The Board of Commissioners for the County of Cabarrus met in regular session in the Commissioners' Meeting Room at the Cabarrus County Governmental Center in Concord, North Carolina on Monday, September 16, 2013, at 6:30 p.m. Present - Chairman: Vice Chairman Commissioners Elizabeth F. Poole Christopher A. Measmer Larry M. Burrage Stephen M. Morris Jason A. Oesterreich Also present were Mike Downs, County Manager; Richard M. Koch, County Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County Manager; and Megan Smit, Clerk to the Board. Chairman Poole called the meeting to order at 6:32 p.m. The Mount Pleasant High School Air Force JROTC conducted the Flag Ceremony. Students participating were: Joseph Mayas, Cadet 2nd Lieutenant; Gary Cooper, Cadet Major; Emily Shepard, Cadet Captain; and Hunter Moore, Cadet Captain. Pastor Bob Wallace from Connect Christian Church delivered the invocation. (A) APPROVAL OR CORRECTION OF MINUTES UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Morris and unanimously carried, the Board approved the minutes of June 17, 2013 (Regular Meeting), July 1, 2013 (Work Session), July 15, 2013 (Regular Meeting), August 5, 2013 (Work Session) and August 19, 2013 (Regular Meeting) as written. (B) APPROVAL OF THE AGENDA Chairman Poole reviewed the following changes to the Agenda: Additions: Recognitions and Presentations C -1 CCS - Recognition of Honors Awarded to Cabarrus County Schools Personnel New Business G -3 Human Services - Update on Food and Nutrition Services UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Oesterreich and unanimously carried, the Board approved the Agenda as amended. C) RECOGNITIONS AND PRESENTATIONS (C -1) CCS - Recognition of Honors Awarded to Cabarrus Counter Schools Personnel Chairman Poole recognized the honors awarded to the following Cabarrus County Schools (CCS) personnel: Carla Black, Concord High School Principal, was named "Educator of the Decade" by the Cabarrus County NAACP. Ms. Black was presented her award at the Cabarrus County Board of Education meeting on August 12, 2013. Lisa Conger, CCS Director of Career and Technical Education (CTE) , was designated as "2013 North Carolina Danny Hardee CTE Administrator of the Year ". Ms. Conger received the regional award in the spring before competing against other regions throughout the state. Lynn Rhymer, Central Cabarrus High School Principal, was named "2013 Wells Fargo Principal of the Year for Cabarrus County Schools" by a program cc- sponsored by Wells Fargo and the North Carolina Department of Public Instruction. Ms. Rhymer will go on to compete against other principals throughout the state, as the selection process for the 2013 Wells Fargo Principal of the Year continues.
