September 16, 2013 (Regular Meeting) <br />Page 1732 <br />Emily Riley, Cabarrus County Special Olympics Coordinator, was <br />chosen as "2013 Special Olympics of North Carolina's Coordinator <br />of the Year ". Ms. Riley was presented her award at the Special <br />Olympics North Carolina Leadership Conference on August 8, 2013. <br />Carla Black, Concord High School Principal and Lisa Conger, CCS <br />Director of Career and Technical Education, thanked the Board for the <br />recognition and support. <br />Lynn Rhymer, Central Cabarrus High School Principal and Emily Riley, <br />Cabarrus County Special Olympics Coordinator, were unable to attend. Jason <br />Van Heukelum, Cabarrus County Schools Deputy Superintendent, was also in <br />attendance. <br />On behalf of the Board, Chairman Poole commended them for their <br />achievements and service to Cabarrus County. <br />C -2) Constitution Week - Proclamation <br />Chairman Poole read the proclamation aloud. <br />UPON MOTION of Commissioner Burrage, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board adopted the following <br />proclamation: <br />Proclamation No. 2013 -13 <br />CABARRUS COUNTY BOARD OF COMMISSIONERS <br />PROCLAMATION <br />WHEREAS, September 17, 2013 marks the two hundred and twenty -sixth <br />anniversary of the signing of the Constitution of the United States of <br />America by the Constitutional Convention; and <br />WHEREAS, it is fitting and proper to accord official recognition to <br />this magnificent document and its memorable anniversary; and <br />WHEREAS, it is fitting and proper to officially recognize patriotic <br />celebrations which will commemorate the occasion; and <br />WHEREAS, Public Law 915 guarantees the issuing of a proclamation each <br />year by the President of the United States of America designating September <br />17 through 23 as Constitution Week; <br />NOW, THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners, do hereby proclaim Constitution Week, September 17 -23, 2013 in <br />the County of Cabarrus and urge our citizens to reaffirm the ideals the <br />Framers of the Constitution had in 1787. <br />Adopted this the 16th day of September, 2013. <br />/s/ Elizabeth F.
