September 16, 2013 (Regular Meeting) Page 1733 <br />A RESOLUTION OF BOARD OF COMMISSIONERS <br />OF CABARRUS COUNTY <br />DECLARING OCTOBER 5, 2013 AS <br />CABARRUS COUNTY BIG SWEEP 2013 DAY <br />WHEREAS, Cabarrus County is rich in natural resources and beauty; and <br />WHEREAS, water is a basic and essential need for all life; and, <br />WHEREAS, trash fouls our waterways as well as our landscapes; and, <br />WHEREAS, every citizen should contribute to keeping our environment clean and <br />healthy by working together to preserve clean water and the natural beauty of <br />our surroundings; and, <br />WHEREAS, North Carolina Big Sweep is a statewide and global community effort <br />to retrieve trash from North Carolina's waterways and landscapes; <br />NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of Cabarrus <br />County, North Carolina, meeting on September 16, 2013, does hereby declare <br />October 5, 2013 as CABARRUS COUNTY BIG SWEEP 2013 DAY in Cabarrus County, and <br />does further hereby urge every citizen to do his or her part to restore the <br />beauty and function of our lakes, streams and landscapes by volunteering to <br />participate in the Big Sweep event. <br />Adopted the 16th day of September, 2013. <br />/s/ Elizabeth F. Poole <br />Chairman, Board of Commissioners <br />ATTEST: <br />/s/ Megan Smit <br />Megan Smit, Clerk to the Board <br />INFORMAL PUBLIC COMMENTS <br />Chairman Poole opened the meeting for Informal Public Comments at 6:46 <br />p.m. She stated each speaker would be limited to three minutes. <br />Barbara Burrage, resident of 558 Sagewood Place SW in Concord, <br />addressed the Board regarding the topic of moral turpitude. She urged Board <br />members to uphold their oaths of office as they represent citizens. <br />With there being no one else to address the Board, Chairman Poole <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT AGENDA <br />(F -1) Active Living and Parks - Matching Incentive Grant Recommendations <br />The Active Living and Parks Department has a Matching Incentive Grant <br />Program open to non - profit organizations for development of recreational <br />opportunities on lands owned by Cabarrus County, Cabarrus County Schools or <br />area municipalities. Land leased to the County or Schools, for a minimum of <br />25 years, is also eligible. The program provides for the maintenance or <br />upgrade of existing facilities as well as the purchase of land to be <br />developed for park and recreational pursuits. <br />The grant requests were submitted to the Active Living and Parks <br />Commission for review and recommendation to the Board of Commissioners. The <br />Property Committee met after hearing the presentations to the ALP's <br />Commission and made a recommendation to the full ALP's Commission at their <br />August 22, 2013 meeting. The attached document summarizes the requests and <br />includes the ALP's Commission's recommendation to the BOC. <br />There were $72,132.00 in requests for the budgeted $50,000.00 per the <br />FY2013 -14 Budget. If approved, there will be at least $100,000.00 in <br />projects completed this fiscal year from these organizations. <br />
