September 16, 2013 (Regular Meeting) <br />(I -2) Cabarrus County Schools (CCS) - One -Time Funding Update <br />Page 1755 <br />The Board received the Cabarrus County Schools One -Time Funding Update <br />Report for informational purposes as part of the Agenda. No Action was <br />required of the Board. <br />(I -3) County Manager - Monthly Reports on Building Activity <br />The Board received the Cabarrus County Construction Standards Dodge <br />Report for August 2013 and the Cabarrus County Commercial Building Plan <br />Review Summary for August 2013 for informational purposes as part of the <br />Agenda. No action was required of the Board. <br />(I -4) Planning and Development - CDBG Monthly Report for July <br />The Board received the monthly report for CDBG activity for <br />informational purposes as part of the Agenda. No action was required of the <br />Board. <br />(I -5) BOC - Receive Updates from Commission Members Who Serve as Liaisons to <br />Municipalities or on Various Board /Committees <br />None. <br />(I -6) Request for Applications for County Boards /Committees <br />Applications are being accepted for the following County <br />Boards /Committees: <br />• Adult Care Home Community Advisory Committee - 7 Vacancies <br />• Charlotte - Douglas International Airport Commission 1 Vacant <br />Position <br />• Concord Planning and Zoning Commission (ETJ) - 1 Vacant Position <br />• Food Policy Council - 4 Positions with Expired Terms <br />• Home and Community Care Block Grant Committee - 1 Vacant Position <br />• Human Services Advisory Board - 5 Vacant Positions <br />• Industrial Facilities and Pollution Control Financing Authority - 1 <br />Expired Term and 2 Vacant Positions <br />• Juvenile Crime Prevention Council - 3 Vacant Positions <br />• Nursing Home Community Advisory Committee - 7 Vacant Positions <br />• Transportation Advisory Board - 2 Positions with Expired Terms and <br />4 Vacant Positions <br />• Youth Council - 7 Positions with Expired Terms and 2 Vacant <br />Positions <br />Chairman Poole reviewed the aforementioned list and urged citizens to <br />consider participating on a Board or Committee. <br />(J) GENERAL COMCMNTS BY BOARD MEMBERS <br />Chairman Poole recognized Christopher Bullard, Channel 22 Producer and <br />congratulated him on his new position at Virginia Tech. She also extended <br />condolences to the Drye family for the passing of Linda Drye, former Board of <br />Elections Clerk. <br />Commissioner Oesterreich announced the Cabarrus County Crisis Pregnancy <br />Center's Annual Benefit Dinner will be held on October 3, 2013. He stated <br />those interested in attending should contact him directly. <br />WATER AND SEWER DISTRICT OF CABARRUS COUNTY <br />None. <br />(L) CLOSED SESSION <br />(L -1) Closed Session - Pending Litigation <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman Measmer <br />and unanimously carried, the board moved to go into closed session to discuss <br />threatened or pending litigation as authorized by NCGS 143- 318.11(a)(3). <br />UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the board moved to come out of closed session. <br />
