September 16, 2013 (Regular Meeting) Page 1754 <br />Gaston, Iredell, Lincoln, Mecklenburg and Union Counties shall be for two - <br />year terms expiring on December 31, 2015. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman Measmer <br />and carried, with Chairman Poole, Vice Chairman Measmer and Commissioners <br />Burrage and Oesterreich voting for and Commissioner Morris voting against, <br />the Board appointed Leonard Lancaster to the Charlotte Douglas International <br />Airport Commission as the Cabarrus County representative for a two -year term <br />ending December 31, 2015. <br />(H -2) Appointments (Removal) - Adult Care Home Community Advisory Committee <br />An application was received from Dora Fulton to serve on the Adult Care <br />Home Community Advisory Committee. She has been prequalified by Laurie <br />Abounader, Regional Ombudsman, and is recommended for an initial one -year <br />appointment. <br />Kay Strayer has resigned from her position on the Adult Care Home <br />Community Advisory Committee. The Regional Ombudsman requests her name be <br />removed from the Adult Care Home Community Advisory Committee roster. <br />UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board appointed Dora Fulton to the Adult Care <br />Home Community Advisory Committee for a one -year term ending September 30, <br />2014. By the same motion, the Board removed Kay Strayer from the Adult Care <br />Home Community Advisory Committee roster. <br />(H -3) Appointments - Juvenile Crime Prevention Council (JCPC) <br />Appointments and reappointments are needed for the Juvenile Crime <br />Prevention Council (JCPC). The following members' terms expire September 30, <br />2013: Steve Ayers, Troy Barnhardt, Mark Boles, Jane Cauthen, Susan <br />Fearrington, Marta Meares and David Zienka. All of the aforementioned <br />members wish to serve another term. Troy Barnhardt has served on the JCPC <br />since October 2001 and Jane Cauthen has served on the JCPC since October <br />2005. An exception to the "length of service" provision of the Appointment <br />Policy will be needed for them. <br />Helen Leak, "Area Mental Health Director /Designee" representative, has <br />taken a position in Union County. It is requested to remove her name from <br />the from the JCPC roster. <br />At its August 21, 2013 meeting, the JCPC voted to recommend LaShay <br />Avery to complete the unexpired term vacated by Helen Leak as the "Area <br />Mental Health Director /Designee" representative and to appoint Sonja <br />Bohannon- Thacker to the JCPC as the "Local Health Director /Designee" <br />representative. Ms. Avery resides in Mecklenburg County and an exception to <br />the "residency" provision of the Appointment Policy will be needed for her. <br />UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board reappointed Steve Ayers "Member of Faith <br />Community", Troy Barnhardt "At- large ", Mark Boles "Member of Business <br />Community", Jane Cauthen "DSS Director /Designee", Susan Fearrington "County <br />Manager /Designee ", Marta Meares "At- large" and David Zienka "Police <br />Chief /Designee" to the JCPC for two -year terms ending September 30, 2015, <br />including an exception to the "length of service" provision of the <br />Appointment Policy for Mr. Barnhardt and Ms. Cauthen; removed Helen Leak from <br />the JCPC roster and thanked her for her service; appointed LaShay Avery to <br />the JCPC as the "Area Mental Health /Designee" representative to complete an <br />unexpired term ending September 30, 2014, including an exception to the <br />"residency" provision of the Appointment Policy; and appointed Sonja <br />Bohannon - Thacker to the JCPC as the "Local Health Director /Designee" <br />representative for a two -year term ending September 30, 2015. <br />Chairman Poole noted the length of service of Mr. Barnhardt and Ms. <br />Cauthen, commending them for their service to the County, while also urging <br />the public to apply for future appointments to this council. <br />(I) REPORTS <br />(I -1) Active Living and Parks - Annual Report FY13 <br />The Board received the Active Living and Parks 2012 -2013 Annual Report <br />for informational purposes as part of the Agenda. No action was required of <br />the Board. <br />
