UPON MOTION of Commissioner Burrage, seconded by Vice Chairman Measmer and carried, with Chairman Poole, Vice Chairman Measmer and Commissioners Burrage and Oesterreich voting for and Commissioner Morris voting against, the Board appointed Leonard Lancaster to the Charlotte Douglas International Airport Commission as the Cabarrus County representative for a two -year term ending December 31, 2015. (H -2) Appointments (Removal) - Adult Care Home Community Advisory Committee An application was received from Dora Fulton to serve on the Adult Care Home Community Advisory Committee. She has been prequalified by Laurie Abounader, Regional Ombudsman, and is recommended for an initial one -year appointment. Kay Strayer has resigned from her position on the Adult Care Home Community Advisory Committee. The Regional Ombudsman requests her name be removed from the Adult Care Home Community Advisory Committee roster. UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Burrage and unanimously carried, the Board appointed Dora Fulton to the Adult Care Home Community Advisory Committee for a one -year term ending September 30, 2014. By the same motion, the Board removed Kay Strayer from the Adult Care Home Community Advisory Committee roster. (H -3) Appointments - Juvenile Crime Prevention Council (JCPC) Appointments and reappointments are needed for the Juvenile Crime Prevention Council (JCPC). The following members' terms expire September 30, 2013: Steve Ayers, Troy Barnhardt, Mark Boles, Jane Cauthen, Susan Fearrington, Marta Meares and David Zienka. All of the aforementioned members wish to serve another term. Troy Barnhardt has served on the JCPC since October 2001 and Jane Cauthen has served on the JCPC since October 2005. An exception to the "length of service" provision of the Appointment Policy will be needed for them. Helen Leak, "Area Mental Health Director /Designee" representative, has taken a position in Union County. It is requested to remove her name from the from the JCPC roster. At its August 21, 2013 meeting, the JCPC voted to recommend LaShay Avery to complete the unexpired term vacated by Helen Leak as the "Area Mental Health Director /Designee" representative and to appoint Sonja Bohannon- Thacker to the JCPC as the "Local Health Director /Designee" representative. Ms. Avery resides in Mecklenburg County and an exception to the "residency" provision of the Appointment Policy will be needed for her. UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Burrage and unanimously carried, the Board reappointed Steve Ayers "Member of Faith Community", Troy Barnhardt "At- large ", Mark Boles "Member of Business Community", Jane Cauthen "DSS Director /Designee", Susan Fearrington "County Manager /Designee ", Marta Meares "At- large" and David Zienka "Police Chief /Designee" to the JCPC for two -year terms ending September 30, 2015, including an exception to the "length of service" provision of the Appointment Policy for Mr. Barnhardt and Ms. Cauthen; removed Helen Leak from the JCPC roster and thanked her for her service; appointed LaShay Avery to the JCPC as the "Area Mental Health /Designee" representative to complete an unexpired term ending September 30, 2014, including an exception to the "residency" provision of the Appointment Policy; and appointed Sonja Bohannon - Thacker to the JCPC as the "Local Health Director /Designee" representative for a two -year term ending September 30, 2015. Chairman Poole noted the length of service of Mr. Barnhardt and Ms. Cauthen, commending them for their service to the County, while also urging the public to apply for future appointments to this council. (I) REPORTS (I -1) Active Living and Parks - Annual Report FY13 The Board received the Active Living and Parks 2012 -2013 Annual Report for informational purposes as part of the Agenda. No action was required of the Board.
