September 16, 2013 (Regular Meeting) <br />Page 1 753 <br />the Board approved the bid award and authorized the County Manager to execute <br />the contract between Cabarrus County and Ike's Construction, Inc., subject to <br />review and /or revision by the County Attorney. <br />(G -3) Human Services - Update on Food and Nutrition Services <br />Ben Rose, Human Services Director, presented an update on current <br />strategies being implemented to address the backlogged cases within the Food <br />and Nutrition Program. Items addressed during the update included the phone <br />policy implementation; technical support supplied by the State; and State <br />assistance with processing applications. He requested the Board reconsider <br />the hiring of temporary staff to assist in addressing the backlogged cases. <br />Chairman Poole advised Board members have been contacted by the public <br />regarding the backlog. She explained Board members do not have access to <br />resolve individual requests and that these issues are forwarded to Mr. Rose <br />and his department to be addressed. <br />A discussion ensued. During discussion, Mr. Rose and Trish Baker, <br />Economic Services Administrator, responded to questions from the Board. <br />Vice Chairman Measmer requested an update at the next regular meeting <br />on the phone policy as it relates to the backlogged caseload before <br />consideration Of temporary workers. <br />Discussion continued. <br />Commissioner Oesterreich expressed support for hiring temporary <br />workers, but for a reduced time period and cost than the Department's initial <br />request. <br />Commissioner Morris expressed support for a solution to correct the <br />problem and discussion continued. <br />Commissioner Oesterreich MOVED to authorize the hire of temporary <br />workers for a limited period of time for assistance with the backlogged <br />caseload (10 temporary employees for 5 weeks at approximately $550.00 per <br />employee; at an amount not to exceed $25,000.00). <br />A brief discussion ensued regarding the amount of funding to be <br />included in the motion. <br />Mike Downs, County Manager, clarified the Board could choose to fund <br />the temporary workers from contingency funds approved in the budget. <br />Commissioner Oesterreich amended the MOTION to authorize the hire of 10 <br />temporary employees, for the period of 5 weeks, at an amount not to exceed <br />$27,700.00. Vice Chairman Measmer seconded the motion and the MOTION <br />unanimously carried. <br />Commissioner Oesterreich's motion is reflected in the budget amendment <br />below, as it was prepared the following day by the Finance Department. <br />Date:9 /20/2013 Amount:$27,700.00 <br />Dept. That Commission <br />shall consist of thirteen (13) members including one (1) appointed by the <br />Cabarrus County Board of Commissioners. The appointed member is required to <br />be a registered voter of Cabarrus County and "...when practical, shall have <br />experience in aviation, logistics, construction and /or facilities management, <br />law, accounting and /or finance." Commission terms are for four years, but in <br />order to create staggered terms the initial appointments from Cabarrus, <br />
