October 7, 2013 (Work Session) <br />Page 1763 <br />transitional Work First and general public employment <br />transportation needs. <br />Rural General Public Program (RGP) funds provide transportation <br />services to individuals from the general public who are not human <br />service agency clients. This service helps connect areas in the <br />county that do not have public transportation services, such as <br />the CK Rider which operates in the Cities of Concord and <br />Kannapolis. <br />These program funds are made available to counties through a <br />formula allocation. ROAP funds are to be used for operational <br />activities; not capital or administrative positions. These funds <br />are required to be accepted together as a package and cannot be <br />split apart. County governments are the only eligible applicants <br />for formula ROAP funds and an application must be submitted to <br />receive these funds. The program intends for these funds to <br />provide additional transportation instead of replacing current <br />funding sources or levels of service. <br />Elderly and Disabled Transportation Assistance Program and Work <br />First /Employment funding will be provided with 100 percent state <br />funds and do not require a local match. RGP funds may be used to <br />provide up to 90 percent of the fully allocated cost of each <br />general public trip. A fare collected from passengers covers the <br />10 percent match, thereby removing the need for money from the <br />general fund. <br />Mr. Bass stated a public hearing is required. He also responded to <br />questions from the Board along with Ben Rose, Human Services Director and Bob <br />Bushey, Transportation Coordinator. <br />General Services - Old Jail Demolition /Courthouse Annex Renovations <br />Construction /Demolition Bid Award <br />Kyle Bilafer, General Services Director, reported sealed bids from a <br />formal bidding process were solicited for the Old Jail Demolition and <br />Courthouse Annex Renovations project and were received on September 18, 2013. <br />Staff and architect have reviewed the submittals. He requested the Board <br />approve the bid award and authorize the County Manager to execute the <br />contract between Cabarrus County and DH Griffin for demolition services for <br />$117,000.00 plus contingency; and Cabarrus County and Liles Construction for <br />the parking lot and courthouse annex renovations for $1,551,430.00 plus <br />contingency, subject to review and /or revision by the County Attorney. He <br />also reviewed plan renderings and responded to a variety of questions from <br />the Board. Issues addressed included secure parking for court staff and <br />opening the parking lot for public use after business hours and on weekends. <br />It was the consensus of the Board to grant public access to the <br />proposed parking lot after business hours and during the weekends. <br />Roxann Vaneekhoven, Cabarrus County District Attorney, thanked the <br />Board for agreeing to provide secure parking for court personnel. <br />Planning and Development - Revision of Re- inspection Fees <br />Kelly Sifford, Planning and Development Director, presented the <br />following information relating to the revision of re- inspection fees: <br />Construction Standards staff is proposing a revision to the re- <br />inspection fees. The fee is currently $50.00 for any re- <br />inspection and for multiple re- inspections. This creates <br />additional costs for the county. Staff is proposing an increase <br />to $100.00 for the first re- inspection and $125.00 for each <br />additional re- inspection. The fees are typically applied as <br />described in the attached memo. There is flexibility in the <br />application and removal of the fees at the discretion of staff. <br />The goal of this measure is to reduce failure rates and site <br />visits. <br />Ms. Sifford also responded to questions from the Board. <br />Commissioner Burrage requested more information detailing inspections <br />and suggested the fee remain at $50.00 for the first re- inspection and <br />$125.00 for each additional re- inspection. <br />
