Issues addressed included: field usage fees; <br />terms of the contract; funds involved from occupancy tax; maintenance costs; <br />the property at Frank Liske Park is leased from the state; the property lease <br />has approximately 17 years remaining; etc. <br />Commissioner Morris MOVED to move this item to November. He stated he <br />will be out of the country at the end of October and will miss the regular <br />meeting. <br />Chairman Poole requested the item be voted on for placement with the <br />rest of the agenda items at the end of the meeting. Commissioner Morris <br />expressed agreement, withdrawing his motion. <br />County Manager - Restoration of the Memorial Fountain at the Historic <br />Jonathan Marshall, Deputy County Manager, presented the following <br />information relating to a request to restore the memorial fountain at the <br />Historic Courthouse: <br />The Historic Concord Preservation Trust and Cabarrus Chapter of <br />the Daughters of the American Revolution would like to partner <br />with Cabarrus County to restore the Memorial Fountain at the <br />Historic Courthouse. The County General Services Department has <br />worked with a water feature /fountain installation and service <br />company to determine the approximate cost to the County for this <br />proposed project. The proposed cost would be approximately <br />$20,000.00 with nearly a 50/50 cost share between organizations. <br />The County would be responsible for all items related to the <br />pool, pumps, filtration, water supply and infrastructure for the <br />fountain. <br />Diane Young, Executive Director, Concord Downtown Development <br />Corporation (CDDC) and Lois Marlow, Cabarrus Black Boys Chapter, Daughters of <br />the American Revolution (DAR), presented a history of the fountain since its <br />installation in May 1916 at the Historic Courthouse. They also advised <br />regarding the restoration process. <br />A discussion ensued with Ms. Young and Mr. Marshall responding to <br />questions from the Board. <br />By a general consensus, the Board agreed to fund the project through <br />fund balance. Mr. Marshall was directed to provide a budget amendment for <br />the regular meeting. <br />Vice Chairman Measmer requested updates on fundraisers for the project. <br />Recess of Meeting <br />p.m. <br />The Board took a short break at 6:14 p.m. The meeting resumed at 6:24 <br />DHS - Transportation Division - Rural Operating Assistance Program (ROAP) <br />FY2014 Funding Request - Public Hearing 6:30 P.M. <br />Randy Bass, Transportation Director, presented the following <br />information relating to a funding request for the FY2014 Rural Operating <br />Assistance Program (ROAP): <br />Cabarrus County Transportation plans to apply for transportation <br />funding through the NC Department of Transportation, Public <br />Transportation Division for funding by the Rural Operating <br />Assistance Program (ROAD) totaling $223,946.00. The ROAP is a <br />state funded public transportation grant program administered by <br />the NCDOT -PTD. Funding applied for is designated for the <br />following programs: <br />Elderly and Disabled Transportation Assistance Program (EDTAP) , <br />which provides operating assistance for the transportation of the <br />state's elderly and disabled citizens. This assistance allows <br />these individuals to reside in their homes for a longer period of <br />time, thereby enhancing their quality of life. <br />Work First Transitional /Employment Transportation Assistance <br />Program (WF /EMP) , this program provides operating assistance for <br />
