<br />30C - NCACC Video Update
<br />At the request of the North Carolina Association of County
<br />Commissioners (NCACC), the Board viewed a video update.

<br />Counter Manager - Revised Counter /CVB Interlocal Agreement
<br />Mike Downs, County Manager, presented a request for a revision of the
<br />original (current) Interlocal agreement between Cabarrus County and the
<br />Cabarrus Convention and Visitor's Bureau (CVB) . He stated the proposed
<br />revision to the County /CVB Interlocal Agreement ties in with the following
<br />agenda item to develop two multi- purpose fields at Frank Liske Park. He also
<br />addressed the following information: the terms of the current Interlocal
<br />agreement; the proposed revisions include a five -year agreement versus the
<br />current one -year agreement; there would be potential for a five -year
<br />extension to the agreement, after the first five -year agreement ended; the
<br />amended agreement is dependent on field improvements being conducted at Frank
<br />Liske Park; and the County would be responsible for the immediate cost of
<br />field improvements, receiving reimbursement from the five percent
<br />administrative fee it collects from the CVB.
<br />Michael Applegate, CVB Senior Vice President of Sales and Service,
<br />stated the fields at Frank Liske Park are a gem for hosting sporting events
<br />and reviewed the benefits of artificial turf fields versus grass fields.
<br />Donna Carpenter, CVB President and CEO and John Mills, CVB Executive
<br />Vice President, were also in attendance.
<br />Active hiving and Parks - Development of Two Multi - Purpose Fields at Frank
<br />Kyle Bilafer, General Services Director, presented an overview of the
<br />plans for the development of two multi- purpose fields at Frank_ Liske Park.
<br />Londa Strong, Active Living and Parks Director, advised a parking lot
<br />would be beneficial to the rest of the park. She stated the grass fields
<br />have limited use due to time required to rest the fields.
<br />Donna Carpenter, CVB President and CEO, advised if the tourism industry
<br />continues to prosper, the cost may be paid back sooner than estimated.
