October 7, 2013 (Work Session) Page 1760 <br />Chairman Poole expressed support for funding programs affected by the <br />shutdown through the month of October. <br />Discussion Items for Action at October 21, 2013 Meeting <br />CCS - Funding Request for Central Cabarrus High School Artificial Turf <br />Project <br />Note: This item was moved to November as requested by Kelly Kluttz, <br />Cabarrus County Schools Finance Officer. <br />Lynn Shue, Cabarrus County Schools Board of Education Chair, briefly <br />addressed the Board regarding the request for artificial turf at Central <br />Cabarrus High School. He advised the topic would be addressed at the Board's <br />fall retreat on Thursday. <br />KCS - Request for Balance of QSCB Funds and One -time Monies for Replacement <br />Generator at Kannapolis Intermediate School <br />Will Crabtree, Kannapolis City Schools, presented the following <br />information relating to a request for QSCB Funds and one -time monies for a <br />replacement generator at the Kannapolis Intermediate School: <br />The Kannapolis Fire Department performed an inspection of the <br />Kannapolis Intermediate School (KIS), noting a violation of code <br />1006.3, Illumination Emergency Power. "Illumination Emergency <br />Power" is defined as the power supply for means of egress <br />illumination normally provided by the electrical supply on the <br />premises. In the event of a power failure, KIS does not meet the <br />code for emergency back -up illumination. Until the problem is <br />corrected, this facility is not allowed to house assemblies or <br />host other functions after dusk. The projected generator <br />replacement cost is $50,404.00. This item has been previously <br />listed among their one -time funding requests. The QSCB funds will <br />cover $12,266.70 of the cost with an additional $38,138.00 needed <br />from the County's available fund balance. KCS returned <br />$62,422.00 in one -time funds from their HVAC projects as of June <br />30, 2013. <br />A brief discussion ensued with Mr. Crabtree responding to questions <br />from the Board. <br />UPON MOTION of Vice Chairman Measmer, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board suspended its Rules of <br />Procedures in order to take action on the item due to time constraints. <br />UPON MOTION of Commissioner Oesterreich, seconded by Commissioner <br />Burrage and unanimously carried, the Board adopted the following budget <br />amendment: <br />Date:10 /21/2013 Amount:$38,138.00 <br />Dept. He <br />expressed opposition to incurring additional debt, advising the county needs <br />to live within its means by prioritizing spending and constructing buildings <br />for functional versus architectural value. <br />
