October 21, 2013 (Regular Meeting) <br />Page 1780 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, October 21, 2013, <br />at 6:30 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />Christopher A. Measmer <br />Larry M. Burrage <br />Jason A. Oesterreich <br />Absent - Commissioner: <br />Stephen M. Morris <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6:30 p.m. <br />Commissioner Morris was absent due to travel in China along with a <br />group of state leaders and economic development officials. <br />Boy Scout Troop 59 from New Gilead Reformed United Church of Christ <br />conducted the Flag Ceremony. Scouts participating were: George Griffin, <br />Wilson Airheart, George Ritchie, James Barrier, Hayden Airheart, Sam Barrier, <br />Kyle Bonnett, Ryan Bonnett, Macklin Rett, Joshua Ordoyne, Curtis Brown and <br />Ben Kreeb. <br />Pastor Roger Barker from The Rock Christian Church of Concord delivered <br />the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Commissioner Oesterreich, seconded by Vice Chairman <br />Measmer and unanimously carried, the Board approved the minutes of September <br />3, 2013 (Work Session) and September 16, 2013 (Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda: <br />Additions: <br />Closed Session <br />L -1 Closed Session - Pending Litigation <br />Supplemental Information: <br />Old Business <br />E -1 DHS - Impact of the Federal Government Shutdown <br />Moved to November: <br />Recognitions and Presentations <br />C -8 BOC - Historic Cabarrus Association Presentation <br />C -6 KCS - Recognition of Kannapolis City Schools Teacher of the Year <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman Measmer <br />and unanimously carried, the Board approved the Agenda as amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />(C -1) BOC - DECA Month Proclamation <br />Chairman Poole read the proclamation recognizing DECA aloud. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman Measmer <br />and unanimously carried, the Board adopted the following proclamation: <br />Proclamation No. 2013 -15 <br />Proclamation <br />WHEREAS, November, 2013, has been designated DECA Month; and <br />WHEREAS, the mission of DECA is to prepare emerging leaders and entrepreneurs <br />in marketing, finance, hospitality and management; and <br />
