October 21, 2013 (Regular Meeting) <br />Page 1794 <br />G) NEW BUSINESS <br />(G -1) DHS - Transportation Division - Rural Operating Assistance Program <br />(ROAP) FY -2014 Funding Request - Public Hearing 6:30 P.M. <br />Randy Bass, Transportation Director, presented a request for a Rural <br />Operating Assistance Program (ROAP) grant request of $223,946.00 to be <br />submitted to the North Carolina Department of Transportation, Public <br />Transportation Division. He reported the grant request will include funding <br />for the following programs: the Elderly and Disabled Transportation <br />Assistance Program (EDTAP) - $104,399.00; the Employment Transportation <br />Assistance Program (EMPL) - $22,817.00; and the Rural General Public (RGP) <br />Program - $96,730.00. <br />Chairman Poole opened the public hearing at 7:58 p.m. The Public <br />Hearing Notice was published on October 9, 2013 in The Independent Tribune. <br />The public hearing notice was also posted on the County's website <br />( www. cabarrus county. us ) on October 9, 2013 in accordance with Article 2, <br />Administration, Section 2.1 (Use of Electronic Means to Provide Public <br />Notices) of the Cabarrus County Code of Ordinances. <br />There was no one present to address the Board; therefore, Chairman <br />Poole closed the public hearing. <br />Mr. Bass responded to a variety of questions from the Board. <br />Commissioner Burrage expressed his intent to vote for the grant. <br />Commissioner Oesterreich expressed his intent to vote against the <br />grant.
