October 21, 2013 (Regular Meeting) Page 1795 <br />Chairman Poole MOVED to adopt the FY -2014 Rural Operating Assistance <br />Program Certified Statement. Commissioner Burrage seconded the motion. <br />The MOTION failed with Chairman Poole and Commissioner Burrage voting <br />for and Vice Chairman Measmer and Commissioner Oesterreich voting against. <br />Vice Chairman Measmer expressed agreement with Commissioner <br />Oesterreich's comments. <br />(G -2) County Manager - Restoration of the Memorial Fountain at the Historic <br />Courthouse <br />Jonathan Marshall, Deputy County Manager, reported the Historic Concord <br />Preservation Trust and Cabarrus Chapter of the Daughters of the American <br />Revolution would like to partner with Cabarrus County to restore the Memorial <br />Fountain at the Historic Courthouse. He stated the approximate cost to the <br />County for this proposed project would be $20,000.00 with nearly a 50/50 cost <br />share between organizations. The County would be responsible for all items <br />related to the pool, pumps, filtration, water supply and infrastructure for <br />the fountain. <br />Diane Young, Executive Director of Concord Downtown Development <br />Corporation (CDDC) and Lois Marlow, Cabarrus Black Boys Chapter, Daughters of <br />the American Revolution (DAR) , presented a history of the fountain since its <br />installation in May 1916 at the Historic Courthouse. They also advised a <br />funding mechanism is in place and presented fundraising flyers to the Board. <br />Vice Chairman Measmer commended the CDDC and DAR for their efforts and <br />requested to be updated on their progress. <br />Vice Chairman Measmer MOVED to approve the County's participation with <br />this project and related budget amendment, and to authorize the County <br />Manager and County Attorney to complete all necessary agreements. <br />Commissioner Burrage seconded the motion. <br />Commissioner Oesterreich advised as discussed at the work session, this <br />agreement is contingent on the CDDC and DAR raising their portion of the <br />funds. <br />Vice Chairman Measmer amended the MOTION to include the contingency. <br />Commissioner Burrage amended his second to the motion and the MOTION <br />unanimously carried. <br />Date :10 /8/2013 Amount:$40,000.00 <br />Susan Fearrington, Assistant Finance Finance - Construction & Renovation <br />Dept. She stated the failure rate for residential inspections has been <br />significantly higher than commercial construction inspections. <br />Chairman Poole reviewed the recommendation by staff, an increase to <br />$100.00 for the first re- inspection and $125.00 for each additional re- <br />inspection. <br />Commissioner Burrage expressed preference for the cost of the first <br />commercial re- inspection fee to be $50.00. <br />A brief discussion ensued regarding language for a motion. <br />
