October 21, 2013 (Regular Meeting) Page 1796 <br />Commissioner Burrage MOVED to approve a revision to the re- inspection <br />fee as follows: commercial ($50.00 for the first re- inspection, $100.00 for <br />the second re- inspection and $125.00 for each additional re- inspection); and <br />residential ($100.00 for the first re- inspection and $125.00 for each <br />additional re- inspection). Chairman Poole seconded the motion. <br />Commissioner Oesterreich questioned the actual cost to the county for <br />these re- inspections. <br />Ms. Sifford advised a cost- per -trip analysis would be forthcoming. <br />Chairman Poole restated the motion and the MOTION unanimously carried. <br />(H) APPOINTMENTS <br />(H--1) Appointments (Removal) - Cardinal Innovations Healthcare Solutions <br />Due to his work schedule, former county commissioner, Robert "Bob" <br />Carruth has resigned from the Cardinal Innovations Healthcare Solutions <br />Community Oversight Board. Mr. Carruth was involved with the transition of <br />Piedmont Behavioral Healthcare (PBH), beginning with his appointment in <br />December 2000 and culminating with the reorganization and transition to <br />Cardinal Innovations in 2012. He has served on the local community oversight <br />board since its establishment last year. There are currently no applications <br />on file for this Board. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman Measmer <br />and unanimously carried, the Board removed Robert Carruth from the Cardinal <br />Innovations Healthcare Solutions Community Oversight Board roster and thanked <br />him for his service. <br />(H -2) Appointments (Removals) - Cabarrus County Tourism Authority <br />The Cabarrus County Tourism Authority Board of Directors recommends the <br />appointment of Ken Broom to fulfill an unexpired term ending June 30, 2016. <br />An exception to the "residency" provision of the Appointment Policy will be <br />needed for him. The position was vacated by the resignation of Phillip <br />Cunningham from the Authority. <br />The nominating group and their nominee is as follows: Cabarrus County <br />Tourism Authority - Seat No. 8 - Ken Broom <br />UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board removed Phillip Cunningham from the <br />Cabarrus County Tourism Authority's roster and thanked him for his many years <br />of service. By the same vote, the Board appointed Ken Broom to Seat No. 8 to <br />complete an unexpired term ending June 30, 2016; including an exception to <br />the "residency" provision of the Appointment Policy. <br />(H -3) Appointments - Adult Care Home Community Advisory Committee <br />The term of appointment for Jack Boyer expired August 31, 2013. Mr. <br />Boyer is interested in serving another term. <br />An application was received from Mary Stewart and forwarded to the <br />Regional Ombudsman for consideration. The Regional Ombudsman prequalified <br />Ms. Stewart's application and she is eligible for appointment. There are <br />currently six (6) vacant positions on this Committee. <br />UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board reappointed Jack Boyer to the Adult Care <br />Home Community Advisory Committee for a three -year term ending August 31, <br />2016. By the same vote, the Board appointed Mary Stewart to the Adult Care <br />Home Community Advisory Committee for an initial one -year term ending October <br />31, 2014. <br />(H -4) Appointments - Nursing Home Community Advisory Committee <br />An application was received from Mary Bost and forwarded to the <br />Regional Ombudsman for consideration. There are currently seven (7) vacant <br />positions on this Committee. The Regional Ombudsman prequalified Ms. Bost's <br />application and she is eligible for appointment. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman Measmer <br />and unanimously carried, the Board appointed Mary Bost to the Nursing Home <br />
