October 21, 2013 (Regular Meeting) Page 1783 <br />Whereas, the State of North Carolina has administered the <br />Weatherization Assistance Program since its inception in 1976, providing a <br />variety of state and federal resources through numerous community action <br />agencies, housing authorities and departments of local government that serve <br />people in every county in the state; and <br />Whereas, it is important to recognize the importance of those programs <br />that ensure that all residents, especially those living at or below the <br />federal poverty level, have the opportunity to live in energy efficient, <br />healthy, safe, and comfortable homes as provided for by the Weatherization <br />Assistance Program; <br />Now, Therefore, the Cabarrus County Board of Commissioners, do hereby <br />proclaim October 30, 2013 as: <br />"Weatherization Day" <br />in the County of Cabarrus and urge all citizens to join in this <br />observance. <br />Adopted this the 21S day of October, 2013.. <br />/s/ Elizabeth F. Poole, Chairman <br />Cabarrus County Board of Commissioners <br />(C -5) DHS - Child Support Performance Awards <br />Ben Rose, Human Services Director, announced the Child Support Division <br />of the Cabarrus County Department of Human Services was recognized by the <br />state with three performance awards. He commended the Child Support Division <br />staff for their accomplishments. <br />Angela Talley, Child Support Division Supervisor, displayed the awards. <br />The awards included: Federal Incentive Goals Overall Performance; Cases <br />Under Order (most improved); and Self- Assessment Establishment (most <br />improved). In addition, the Cabarrus County Child Support Division was <br />recognized by the North Carolina Child Support Council for its Banner Award <br />for the promotion of Child Support in the county and state, including top <br />honor. <br />(C -6) KCS - Recognition of Kannapolis City Schools Teacher of the Year <br />Note: This item was moved to November. <br />(C -7) Planning and Development - Soil and Water Conservation District - <br />Recognition of Ned Hudson as 2013 North Carolina Outstanding Conservation <br />District <br />Dennis Testerman, Senior Resource Conservation Specialist, reported the <br />North Carolina District Employees Association has selected Cabarrus Soil and <br />Water Conservation District Secretary - Treasurer, Ned Hudson, as the 2013 <br />North Carolina Outstanding Conservation District Board Member. Mr. Hudson's <br />nomination is now under consideration for recognition at the national level. <br />This award is presented annually to recognize the professionalism and <br />dedication of the people working behind conservation district programs across <br />the nation. Mr. Hudson was previously recognized by his peers as Supervisor <br />of the Year in 2005, a year after he served as the President of the North <br />Carolina Association of Soil and Water Conservation Districts. Sarah Piper, <br />Resource Conservation Coordinator was also in attendance. <br />On behalf of the Board of Commissioners, Commissioner Burrage presented <br />the 2013 North Carolina Outstanding Conservation District Board Member plaque <br />to Ned Hudson. <br />Mr. Hudson accepted the award and thanked the Board for their support. <br />(C -8) BOC - Historic Cabarrus Association Presentation <br />Note: This item was moved to November at the request of the Historic <br />Cabarrus Association. <br />(D) INFORMAL PUBLIC COMMENTS <br />
