October 21, 2013 (Regular Meeting) Page 1784 <br />Chairman Poole opened the meeting for Informal Public Comments at 6:53 <br />p.m. She stated each speaker would be limited to three minutes. <br />Larry Marlow, resident of 664 Odell School Road in Concord, stated the <br />Veterans Services office in the Governmental Center collects food year round <br />for the veterans in need. He urged the public to donate to the Veterans food <br />pantry. He expressed concern regarding the backlog of food stamp <br />applications and urged the Board to hire more employees to remedy the <br />situation. He also provided copies of a newspaper article regarding the food <br />stamp backlog to the commissioners. <br />Fred Mauney, resident of 401 W 24 Street in Charlotte, spoke in <br />support of providing incentives to the Charlotte Motor Speedway. He <br />expressed concern regarding the possibility of the races leaving Concord. <br />Liz Gray, resident of 540 Allison Street NW in Concord, spoke in <br />support of child care programs through the Human Services Department. She <br />stated these programs allow her to work and provide for her family and urged <br />the Board to continue funding. <br />Ann Benfield, resident of 563 Marigold Drive in Kannapolis, spoke in <br />support of early child care programs. She stated if the federal funds for <br />child care support for Cabarrus County are not accepted, they will be <br />distributed to another county in North Carolina and not be returned to the <br />government. <br />Amos McClory, resident of 1413 Cooper Avenue in Kannapolis, spoke in <br />support of child care programs provided through the Human Services <br />Department. He expressed concern for the Logan Daycare Center in Concord and <br />urged the Board for its support. <br />Rhoda Waters, resident of 848 Old Charlotte Road in Concord, spoke in <br />support of childcare subsidies. She advised her daycare provides much needed <br />services in the community, could not continue without them to provide <br />services to her cliental and urged the Board's support. <br />Danielle Mauldin, resident of 5661 N Oakmont Drive in Kannapolis and <br />administrator of Kids Corner Child Development Center in Kannapolis, spoke in <br />support of subsidized childcare. She expressed distress at comments made at <br />the Commissioners' fall retreat and invited the Board to tour the Kids Corner <br />Child Development Center facility. <br />Kathy Hunter, resident of 1700 Azalea Avenue in Kannapolis and foster <br />parent, spoke in support of subsidized childcare. She stated she works full - <br />time, is a single person and gives back to the community as a foster parent. <br />She further stated foster children are the responsibility of the county and <br />urged the Board to give them the support they need. <br />Aimy Steele, resident of 521 Montgrove Place in Concord, spoke in <br />support of subsidized childcare. She stated she is a former recipient of <br />subsidized childcare, which allowed her to continue her education. She is <br />now Assistant Principal of Instruction at Cox Mill High School and mother to <br />five children. Although she no longer benefits from subsidized childcare, <br />she was affected by recent decisions regarding childcare facilities because <br />the facility her children attend would be affected by the loss of government <br />subsidies. She urged the Board to make wise decisions in the future. <br />With there being no one else to address the Board, Chairman Poole <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />(E -1) DHS - Impact of the Federal Government Shutdown <br />Ben Rose, Human Services (DHS) Director, presented an update on the <br />impact of the federal government shutdown.. The following summary was <br />included: <br />Executive Summary of Federal Shutdown Resolution <br />• H.R. 2775 maintains current federal funding levels until <br />January 15, 2014 <br />• All federal funds are now available for Human Service <br />Operations, including Temporary Assistance for Needy <br />Families (TANF), Social Services Block Grant (SSBG), Child <br />
