October 21, 2013 (Regular Meeting) <br />Page 1785 <br />Care Developmental Fund, and Home and Care Community Block <br />Grant (HCCBG) <br />• Provides that the effective date for this joint resolution <br />is October 1, 2013 <br />• Clarifies the Low Income Energy Assistance Program formula <br />to ensure funds are allocated to states consistent with <br />previous years <br />• State has requested counties lift any suspension on Child <br />Care Subsidy immediately now that funding is available as <br />budgeted <br />• State has reauthorized both Work First Cash Assistance and <br />Refugee Cash and Medical Assistance <br />• State has directed counties to reinstate Work First <br />Employment services effective November 1, 2013 <br />• Cabarrus County will reinstate Work First 2000 and Work <br />First Emergency Assistance effective October 21, 2013 <br />• State reports there should be no disruption in the SNAP <br />(Food and Nutrition) program due to federal funding being <br />restored <br />• Sequester impacts effective in January 2014 could <br />potentially reduce federal grant funding by 7.5% if there <br />is no resolution <br />• Social Services Block Grant (SSBG) has been proposed to be <br />eliminated by the federal government for fiscal year 2015 <br />• State reports that while all federal funds are now <br />available, there could be slight delays in reimbursement <br />based on how quickly the federal funds can flow to the <br />state <br />Mr. Rose requested to keep workers in Economic Services until November <br />l He also responded to questions from the Board. <br />UPON MOTION of Commissioner Burrage, seconded by Vice Chairman Measmer <br />and unanimously carried, the Board approved two workers to remain in Economic <br />Services to assist with the backlog through October 31 without impact to <br />the County budget and to return to their positions on November l <br />Trish Baker, Economic Services Program Administrator, presented an <br />update on the progress of temporary workers hired for implementing data into <br />the NC FAST system. She requested an extension of the temporary phone policy <br />as well as an additional month of assistance from temporary workers. <br />A discussion ensued. Ms. Baker and Mr. Rose responded to a variety of <br />questions from the Board. Diane Gridley, Income Maintenance Program Manager, <br />was also in attendance. <br />UPON MOTION of Chairman Poole, seconded by Commissioner Oesterreich and <br />unanimously carried, the Board approved the following budget amendment <br />appropriating $20,700.00 for the continued employ of nine temporary workers <br />to assist with the backlogged caseload for an additional month. <br />Date:10 /22/2013 Amount:$20,700.00 <br />Dept.
