October 21, 2013 (Regular Meeting) <br />Page 1786 <br />County Manager to execute the contract between Cabarrus County and DH Griffin <br />for demolition services for $117,000.00 plus contingency; and Cabarrus County <br />and Liles Construction for parking lot and courthouse annex renovations for <br />$1,551,430.00 plus contingency, subject to review and /or revision by the <br />County Attorney. <br />(F -2) Planning and Development - Selection of HOME Program Administrators <br />for 2013 -2014 <br />Cabarrus County has participated in the Cabarrus /Iredell /Rowan HOME <br />Consortium for many years. The program provides funding for housing <br />rehabilitation. Cabarrus County gives priority to elderly and disabled <br />individuals and families for housing rehabilitation. Many aspects of the <br />program are administered by Cabarrus County staff; however some areas require <br />specific expertise such as environmental reviews, work write ups, lead and <br />asbestos management. For these types of services, the county has <br />traditionally hired consultants. Cabarrus County issued an RFQ (Request for <br />Qualifications) for these services. <br />UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board approved Hobbs Upchurch and Associates as <br />the provider of administrative services for the 2013 -2014 HOME Program and <br />authorized the County Manager to execute a contract upon arrival of grant <br />funding, subject to review and /or revision by the County Attorney. <br />(F -3) Planning and Development - Soil and Water Conservation District - <br />Acceptance of State Funds and Application for State and Federal Matching <br />Funds to Purchase Agricultural Conservation Easements <br />The NC Department of Agriculture awarded Cabarrus Soil and Water <br />Conservation District up to $228,112.50 from the Agricultural Development and <br />Farmland Preservation Trust Fund to purchase development rights and place a <br />conservation easement on a portion of Porter Farms. The District intends to <br />apply for $456,225.00 in federal matching funds from the Farm and Ranchland <br />Protection Program, a federal Farm Bill program administered by the Natural <br />Resources Conservation Service in the US Department of Agriculture. The <br />county match on this application is limited to an in -kind match. These funds <br />will be used to purchase development rights and place a permanent <br />agricultural conservation easement on an estimated 182.49 acres of farmland <br />owned by Porter Farms. A budget amendment will be submitted at a later date <br />if the federal matching funds are awarded. The District also intends to <br />apply for additional state Agricultural Development and Farmland Preservation <br />Trust Fund monies to place one or more conservation easements on additional <br />farmland. Farmland preservation supports goals of both the Board of <br />Commissioners and the Conservation District board by improving the quality of <br />life for county citizens. Permanently protecting farmland ensures the land <br />base necessary for the county's agricultural economy while simultaneously <br />keeping the tax burden low by maximizing land acreage where the cost of <br />county services is lower. <br />UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Burrage <br />and unanimously carried, the Board accepted the grant award and adopted the <br />related budget revision and project ordinance and authorized the County <br />Manager to execute the grant award on behalf of Cabarrus County, subject to <br />review and revision by the County Attorney and the Soil and Water <br />Conservation District; authorized Cabarrus Soil and Water Conservation <br />District to submit an application for $456,225.00 in matching funds to the <br />Farm and Ranchland Protection Program administered by the Natural Resources <br />Conservation Service in the United States Department of Agriculture; and <br />authorized the Cabarrus Soil and Water Conservation District to submit one <br />or more applications to the North Carolina Agricultural Development and <br />Farmland Preservation Program Trust Fund for additional funds to acquire <br />conservation easements on additional farmland. <br />(F -4) Register of Deeds - Resolution Regarding Electronic Permanent Records <br />The majority of counties in North Carolina have converted to storage of <br />land record type transactions in an electronic format as the official <br />permanent record as opposed to maintaining shelved books in a vault. <br />Currently, the Register of Deeds office maintains electronic copies of all <br />records as well as paper copies stored in the vault. The paper copies are <br />currently the official record. Both shelf and vault space are almost full. <br />After discussion with other Registers, an official from the N.C. <br />Institute of Government and local customers who utilize these documents, it <br />
