November 15, 2013 (Recessed Meeting) Page 1808 <br />The Board of Commissioners for the County of Cabarrus met in recessed <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Friday, November 15, 2013, <br />at 2:00 p.m. <br />Present - Chairman: <br />Vice Chairman: <br />Commissioners: <br />Elizabeth F. Poole <br />Christopher A. Measmer <br />Larry M. Burrage <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Chairman Poole called the meeting to order at 2:02 p.m. <br />APPROVAL OF THE AGENDA <br />Commissioner Morris requested a discussion of the ROAP (Rural Operating <br />Assistance Program) grant be added to the Agenda. <br />UPON MOTION of Commissioner Morris, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board approved the Agenda as <br />amended. <br />Commissioner Oesterreich requested a point of order regarding the <br />motion. A brief discussion ensued. <br />Richard Koch, County Attorney, advised, according to Robert's Rules, <br />only someone who voted for an item may move to reconsider it. <br />UPON MOTION of Commissioner Burrage, seconded by Chairman Poole and <br />unanimously carried, the Board approved the Agenda with the addition of <br />Discussion of the ROAP (Rural Operating Assistance Program) Grant. <br />NEW BUSINESS <br />Overview of NCDOT Public Transportation Division Section 5311 Grant for FY <br />2015, 5310 Elderly and Disabled Grant Funding, 5316 JARC Grant Funding and <br />Rural Operating Assistance Program (ROAP) Grant Funding <br />Bob Bushey, Transportation Coordinator, presented the following <br />overview of the transportation grants: <br />The 5311 is the administrative grant the county applies for every year, <br />which helps cover administrative costs such as uniforms, office supplies, <br />salaries, maintenance, etc. <br />The 5310 is the elderly and handicapped grant, which helps provide <br />transportation for the elderly and handicapped to meal sites, medical <br />appointments and other various appointments. <br />The 5316 is the JARC (Job Access Reverse Commute) grant, which helps <br />transport individuals for employment needs. <br />The ROAP (Road Operating Assistance Program) includes three parts: RGP <br />(Rural General Public Program); EMPL (Employment Transportation Assistance <br />Program); and EDTAP (Elderly and Disabled Transportation Assistance Program). <br />Chairman Poole advised the public hearings for all three grants will be <br />held together as one public hearing. She advised the application deadline to <br />submit for the grants is today at 5:00 p.m. and urged everyone during the <br />public hearing and following discussion to keep that in mind. <br />Chairman Poole opened the public hearing at 2:08 p.m. The Public <br />Hearing Notice for the Public Transportation Division Section 5311 Grant for <br />FY 2015 and 5310 Elderly and Disabled Grant Funding was published on November <br />6, 2013 in English and Spanish in The Independent Tribune. The Public <br />Hearing Notice for the 5316 JARC Grant Funding was published on November 6, <br />2013 in The Independent Tribune in English and on November 8, 2013 in The <br />Independent Tribune in Spanish. The Public Hearing Notices were also posted <br />on the County's website ( www.cabarrus county. us ) in English and Spanish on <br />November 6, 2013 in accordance with Article 2, Administration, Section 2.1 <br />(Use of Electronic Means to Provide Public Notices) of the Cabarrus County <br />
