November 15, 2013 (Recessed Meeting) Page 1809 <br />Code of Ordinances. She advised the public hearing for the ROAP (Road <br />Operating Assistance Program) was held on October 21, 2013. <br />Ann G1uf, resident of 181 Glendale Avenue SE in Concord, spoke in <br />support of the transportation grant funding applications and urged the Board <br />to support the citizens of Cabarrus County stating some citizens need more <br />support than others. <br />Delton Russell, resident of 166 Cedar Drive in Concord, spoke in <br />support of the transportation grant funding applications. He stated he works <br />in the mental health industry and repeatedly sees issues with transportation. <br />He urged the Boards' consideration of the best use of those funds. <br />Martha Macon, resident of 1619 Eastwood Drive in Kannapolis, was <br />accompanied by Michael Macon. Ms. Macon stated Michael Macon thoroughly <br />enjoys going to Cabarrus Vocational Opportunities. She also spoke in support <br />of the transportation grant funding applications. She read from a letter to <br />the editor expressing support for the transportation grant funding <br />applications written by Antonio Montgomery and published in The Independent <br />Tribune on November 13 th Michael Macon distributed invitations to the Board <br />for the Cabarrus Vocational Opportunities open house on Sunday, November 17tH <br />Anna Cain, resident of 12 Cabarrus Avenue in Concord and Cabarrus <br />Advocate with The Arc, spoke on behalf of those with disabilities. She said <br />taking away transportation from these individuals would limit their <br />opportunities. <br />Helen Hunt, resident of 8514 Middleton Circle in Harrisburg, spoke in <br />support of the transportation grant funding applications. She stated the <br />transportation services improve the quality of life for citizens and urged <br />the Board to support those programs. <br />Vicki Harris, resident of 484 Sunnyside Drive SE in Concord, spoke in <br />support of the transportation grant funding applications. She spoke from her <br />personal experiences, stating that she has worked in many capacities in this <br />community, namely for persons with disabilities. She urged the Boards' <br />support for all three grant applications. <br />Andrea Robertson, resident of 1321 Geneva Drive in Concord, spoke in <br />support of the transportation grant funding applications. She stated <br />transportation services benefit her son, family members and friends and urged <br />the Boards' support. <br />Tinna Bissette, resident of 1684 Mark Drive in Concord, spoke in <br />support of the transportation grant funding applications. She stated her <br />daughter relies on the transportation services to get to and from her job at <br />the Cabarrus Vocational Opportunities (CVO). She urged the Board to visit <br />the CVO to see the good that is done there. <br />Lucas Baker, resident of 293 Union Street S in Concord and local <br />attorney, spoke in support of the transportation grant funding applications. <br />He stated he wants to see his tax dollars going to help the less fortunate. <br />He urged the Board to use wisdom and care in considering the impact of their <br />decisions on the least of those in our community. <br />John Williams, resident of 3198 Keady Mill Loop in Kannapolis and <br />Director of Rowan Vocational Opportunities and Cabarrus Vocational <br />Opportunities (CVO) , spoke in support of the transportation grant funding <br />applications. He stated these organizations serve 225 disabled adults in <br />Cabarrus, Rowan, Davey and Davidson Counties. The CVO presently serves 64 <br />Cabarrus County citizens. He also urged the Boards' support. <br />Lina Gibson, resident of 161 Hillcrest Avenue SE in Concord, spoke in <br />support of the transportation grant funding applications. She spoke on <br />behalf of family members and friends who need transportation services and <br />expressed support for these services for all citizens that need them. <br />Charles Hendrix, resident of 185 Corban Avenue SE in Concord, spoke in <br />support of the transportation grant funding applications. He urged the <br />Boards' support for the grants. <br />Earnest Macon, resident of 1619 Eastwood Drive in Kannapolis, spoke in <br />support of the transportation grant funding applications stating they save <br />the county money. He said if the people using these services do not have <br />transportation, they are unable to get to work. He urged the Boards' <br />support. <br />
