November 18, 2013 (Regular Meeting) Page 1825 <br />The Board of Commissioners for the County of Cabarrus met in regular <br />session in the Commissioners' Meeting Room at the Cabarrus County <br />Governmental Center in Concord, North Carolina on Monday, November 18, 2013, <br />at 6:30 p.m. <br />Present - Chairman: <br />Vice Chairman <br />Commissioners <br />Elizabeth F. Poole <br />Christopher A. Measmer <br />Larry M. Burrage <br />Stephen M. Morris <br />Jason A. Oesterreich <br />Also present were Mike Downs, County Manager; Richard M. Koch, County <br />Attorney; Jonathan Marshall, Deputy County Manager; Pam Dubois, Deputy County <br />Manager; and Megan Smit, Clerk to the Board. <br />Chairman Poole called the meeting to order at 6:30 p.m. <br />Boy Scout Troop 91 from Saint James Lutheran Church conducted the Flag <br />Ceremony. Scouts participating were: Calvin Bowerman, Ethan Briggs, Sawyer <br />Brown, Andrew Cameron, Adam Conversano, Jay Cruse, Tyler Dorton, Hunter <br />Elliott, Joshua Flanagan, Chris Thomas, Brad Pack and Lynn Small. <br />Interim Senior Pastor Dr. John Y. Todd, III from First Presbyterian <br />Church in Concord delivered the invocation. <br />(A) APPROVAL OR CORRECTION OF MINUTES <br />UPON MOTION of Vice Chairman Measmer, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board approved the minutes of <br />October 7, 2013 (Work Session), October 10, 2013 (BOC Retreat) and October <br />21, 2013 (Regular Meeting) as written. <br />(B) APPROVAL OF THE AGENDA <br />Chairman Poole reviewed the following changes to the Agenda. She also <br />requested New Business item '"G -2 Active Living and Parks Department - <br />Department Ordinance Related to NCGS 14- 415.23" be moved to the December <br />meeting. <br />Additions: <br />Recognitions and Presentations <br />C -2 County Manager - Recognition of John A.
