November 18, 2013 (Regular Meeting) Page 1816 UPON MOTION of Vice Chairman Measmer, seconded by Commissioner Oesterreich and unanimously carried, the Board approved the Agenda as amended. (C) RECOGNITIONS AND PRESENTATIONS C -1) BOC - Historic Cabarrus Association Presentation Joanne Gonnerman, Executive Director, Historic Cabarrus Association, presented an update on the Historic Cabarrus Association's recent activities and historical findings. The Concord Museum is housed in the Historic Courthouse and the Cabarrus County Veterans Museum is housed in the rotunda of the Governmental Center. Ms. Gonnerman presented the Board with copies of the September 29, 2013 publication of The Independent Tribune which featured a front page article titled `Hidden history" and the 2013 Annual Membership Meeting program with highlights of the Association's events for FY 2012 -2013. On behalf of the Association, she thanked the Board for their support. Members of the Fred Y. McConnell American Legion Post 31, Ron Frawley, Tom Russell and Don Faggart, thanked the Board for their support of the Veterans display in the rotunda. Vice Chairman Measmer, Historic Cabarrus Association Board of Directors President, commended Ms. Gonnerman for her contributions and service to the Association. (C -2) County Manager - Recognition of John A. Yoos, Sr. for Earning the Manager of Environmental, Safety and Health Certificate (MESH) Tony Harris, Safety and Risk Director, recognized John "Andy" Yoos, Sr. for earning the Manager of Environmental, Safety and Health (MESH) Certificate. He presented the award to Mr. Yoos and commended him for his achievement. Mr. Yoos graciously accepted the certificate and thanked Mr. Harris, staff and his family for their support. (C -3) CCS - Recognition of Cabarrus County Schools Personnel Chairman Poole recognized Emily Riley, Cabarrus County Special Olympics Coordinator, for being named "2013 Special Olympics of North Carolina's Coordinator of the Year ". Ms. Riley was presented her award at the Special Olympics North Carolina Leadership Conference on August 8, 2013. Ms. Riley thanked the Board for the recognition and the opportunity to coordinate Special Olympics. She also presented an update of activities and events and stated volunteers are needed throughout the year and may contact her through the website at http: / /sonc.net /cabarrus / . Chairman Poole also recognized Lynn Rhymer, Central Cabarrus High School Principal, for being named "2013 Well Fargo Principal of the Year for Cabarrus County Schools" by a program co- sponsored by Wells Fargo and the North Carolina Department of Public Instruction. Ms. Rhymer announced she had recently proceeded to win the North Carolina High School Principal of the Year designation and thanked her staff, students and the Board for their support. (C -4) KCS - Recognition of Kanner olis City Schools Teacher of the Year Chairman Poole recognized Rebecca Merriman for being named Kannapolis City Schools Teacher of the Year. Ms. Merriman, a Kindergarten teacher at Jackson Park Elementary School, stated she was awarded the honor for her district and is grateful to have been nominated from her school. (C -5) Cabarrus County Extension and Community Association (ECA) - Presentation of Centennial Holidav Tree Joyce Kluttz, Extension and Community Association (ECA) President, announced ECA has celebrated its 100 anniversary by focusing on service opportunities in and around Cabarrus County. She highlighted Association accomplishments and projects completed during the year. One of those projects was the Centennial Holiday Tree, displayed in the rotunda and decorated with handmade ornaments reminiscent of those that adorned Christmas
