November 18, 2013 (Regular Meeting) Page 1816 <br />UPON MOTION of Vice Chairman Measmer, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board approved the Agenda as <br />amended. <br />(C) RECOGNITIONS AND PRESENTATIONS <br />C -1) BOC - Historic Cabarrus Association Presentation <br />Joanne Gonnerman, Executive Director, Historic Cabarrus Association, <br />presented an update on the Historic Cabarrus Association's recent activities <br />and historical findings. The Concord Museum is housed in the Historic <br />Courthouse and the Cabarrus County Veterans Museum is housed in the rotunda <br />of the Governmental Center. Ms. Gonnerman presented the Board with copies of <br />the September 29, 2013 publication of The Independent Tribune which featured <br />a front page article titled `Hidden history" and the 2013 Annual Membership <br />Meeting program with highlights of the Association's events for FY 2012 -2013. <br />On behalf of the Association, she thanked the Board for their support. <br />Members of the Fred Y. McConnell American Legion Post 31, Ron Frawley, Tom <br />Russell and Don Faggart, thanked the Board for their support of the Veterans <br />display in the rotunda. <br />Vice Chairman Measmer, Historic Cabarrus Association Board of Directors <br />President, commended Ms. Gonnerman for her contributions and service to the <br />Association. <br />(C -2) County Manager - Recognition of John A. Yoos, Sr. for Earning the <br />Manager of Environmental, Safety and Health Certificate (MESH) <br />Tony Harris, Safety and Risk Director, recognized John "Andy" Yoos, Sr. <br />for earning the Manager of Environmental, Safety and Health (MESH) <br />Certificate. He presented the award to Mr. Yoos and commended him for his <br />achievement. <br />Mr. Yoos graciously accepted the certificate and thanked Mr. Harris, <br />staff and his family for their support. <br />(C -3) CCS - Recognition of Cabarrus County Schools Personnel <br />Chairman Poole recognized Emily Riley, Cabarrus County Special Olympics <br />Coordinator, for being named "2013 Special Olympics of North Carolina's <br />Coordinator of the Year ". Ms. Riley was presented her award at the Special <br />Olympics North Carolina Leadership Conference on August 8, 2013. <br />Ms. Riley thanked the Board for the recognition and the opportunity to <br />coordinate Special Olympics. She also presented an update of activities and <br />events and stated volunteers are needed throughout the year and may contact <br />her through the website at http: / /sonc.net /cabarrus / . <br />Chairman Poole also recognized Lynn Rhymer, Central Cabarrus High <br />School Principal, for being named "2013 Well Fargo Principal of the Year for <br />Cabarrus County Schools" by a program co- sponsored by Wells Fargo and the <br />North Carolina Department of Public Instruction. <br />Ms. Rhymer announced she had recently proceeded to win the North <br />Carolina High School Principal of the Year designation and thanked her staff, <br />students and the Board for their support. <br />(C -4) KCS - Recognition of Kanner olis City Schools Teacher of the Year <br />Chairman Poole recognized Rebecca Merriman for being named Kannapolis <br />City Schools Teacher of the Year. <br />Ms. Merriman, a Kindergarten teacher at Jackson Park Elementary School, <br />stated she was awarded the honor for her district and is grateful to have <br />been nominated from her school. <br />(C -5) Cabarrus County Extension and Community Association (ECA) - <br />Presentation of Centennial Holidav Tree <br />Joyce Kluttz, Extension and Community Association (ECA) President, <br />announced ECA has celebrated its 100 anniversary by focusing on service <br />opportunities in and around Cabarrus County. She highlighted Association <br />accomplishments and projects completed during the year. One of those <br />projects was the Centennial Holiday Tree, displayed in the rotunda and <br />decorated with handmade ornaments reminiscent of those that adorned Christmas <br />
