Several ECA members were in attendance and presented 100 - <br />year -old Ball jars filled with chocolate candy to the Board and county staff. <br />Chairman Poole commended the Association for their service and <br />contributions. <br />(D) INFORMAL PUBLIC COb&MNTS <br />Chairman Poole opened the meeting for Informal Public Comments at 7:03 <br />p.m. She stated each speaker would be limited to three minutes. <br />Price Crutchfield, resident of 592 Love Street in Concord, expressed <br />concern over the purchase of Bibles for the courthouse. He also expressed <br />dissatisfaction with members of police departments throughout the country. <br />John Stanley, resident of 1401 Tygress Drive in Kannapolis, spoke to <br />the Board about the upcoming 50 Anniversary Vietnam War Commemoration. He <br />urged Board members and the public to support renaming Northwest Cabarrus <br />Park to the Vietnam Veterans Commemorative Park. He requested the renaming <br />dedication be held on November 13, 2014 to kick off the program. He also <br />provided handouts to the Board regarding the 50 Anniversary Vietnam war <br />Commemoration. <br />Ann Benfield, resident of 563 Marigold Drive in Kannapolis, thanked the <br />Board for approving the transportation grants. She also spoke on brain <br />development in children and on the importance of investing in early childhood <br />development. <br />Brittany Truesdale, resident of 21189 Biles Road in Albemarle, <br />expressed dissatisfaction regarding the livestock stalls area of the Fair. <br />Susan Furr, resident of 21189 Biles Road in Albemarle, expressed <br />dissatisfaction regarding the livestock stalls area of the Fair. She also <br />provided pictures of the livestock stalls area of the Fair to the Board. <br />Marvin Bost, resident of Mt. Pleasant, spoke in regards to events at <br />the Fair. He passed out information regarding the Dixie Classic Fair as an <br />example of opportunities including tractor pulls. <br />Angela Beaver, resident of 3539 Chelwood Drive in Concord and parent <br />volunteer at Northwest Cabarrus High School, spoke in regards to the <br />condition of the track field at Northwest Cabarrus High School. She <br />distributed pictures of issues at the track and urged the Board's support for <br />funding the project. <br />Emma Hand, Northwest Cabarrus High School, student, stated the track at <br />Northwest Cabarrus High School is used by a variety of people, is in <br />disrepair and urged the Board's support for updating the facility. <br />Maddie Lowe, Northwest Cabarrus High School student, expressed concern <br />regarding the safety of the track at Northwest Cabarrus High School and urged <br />the Board's support for updating the facility. <br />Bobby McGee, resident of 9625 Bethel Church Road in Midland and <br />President of the Central Cabarrus Athletic Booster Club, spoke in regards to <br />the Central Cabarrus High School Turf project. He stated the project will <br />benefit the community as well as the school and urged the Board's support for <br />the project. <br />With there being no one else to address the Board, Chairman Poole <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />(E -1) Human Services - NC FAST Update <br />Ben Rose, Human Services Director and Trish Baker, Economic Services <br />Program Administrator, presented an update on the implementation of the NC <br />FAST (North Carolina Families Accessing Services through Technology) system. <br />A PowerPoint presentation was reviewed. The following information was <br />addressed: the NC FAST Program; NCFAST - Project 1 - Food and Nutrition <br />Services; NCFAST - Projects 2 and 6 - Eligibility Information System; NCFAST <br />Project 7 - Affordable Care Act; Work Support Strategies - A State -wide <br />Initiative; Processing /Implementation Challenges; Addressing Challenges; our <br />Strategies; Outcomes of Temporary Staff; Applications and Recertification's <br />Totals by Month; Recent Barriers; and Recommendations.
