November 18, 2013 (Regular Meeting) Page 1831 <br />Kathy Kitts, Mayor of Midland, presented a request to approve Midland's <br />Library concept. <br />David Pugh, Midland Town Administrator, advised the Midland Council <br />passed the following on October 8, 2013: <br />The Town of Midland is in the process of building a 16, 000+ sq. <br />ft. town hall and library building and will dedicate <br />approximately 3,100 sq. ft. on the 2nd floor of the building to <br />the Midland branch of the Cabarrus County Library. The Town of <br />Midland requests the Cabarrus County Commission to approve the <br />appropriate staff, utility, power and other necessary monthly <br />payments for the library that will be further outlined in a <br />contract as worked out by Cabarrus County and Midland staff. <br />A discussion ensued. During discussion, Mayor Kitts and Mr. Pugh <br />responded to questions from the Board. Mike Tallent, Mayor Pro Tempore and <br />Dana Eure, Library Director, were also in attendance. <br />Commissioner Morris MOVED to approve the Midland Library Project <br />concept and intent to work with the Town of Midland to refine the numbers <br />moving forward. Commissioner Oesterreich seconded the motion. <br />Chairman Poole noted a handout has been provided to the Board of the <br />Midland Library Project Estimated Figures. <br />The MOTION unanimously carried. <br />(H) APPOINTMENTS <br />(H -1) Appointments (Removal) - Council for a Sustainable Local Economy <br />(CSLE) <br />Tracy Drye recently resigned from the Council for a Sustainable Local <br />Economy. It is requested to remove her from the council roster. <br />UPON MOTION of Vice Chairman Measmer, seconded by Chairman Poole and <br />unanimously carried, the Board removed Tracy Drye from the Council for a <br />Sustainable Local Economy roster and thanked her for her service. <br />(H -2) Appointments (Removal) - Nursing dome Community Advisory Committee <br />Due to travel and other issues, LeRoy Deabler has resigned from his <br />position on the Nursing Home Community Advisory Committee. The Regional <br />Ombudsman requests Mr. Deabler be removed from the Nursing Home Community <br />Advisory Committee roster. <br />UPON MOTION of Vice Chairman Measmer, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board removed LeRoy Deabler from the <br />Nursing Home Community Advisory Committee roster and thanked him for his <br />service. <br />Chairman Poole announced there are seven (7) vacancies on this <br />Committee and urged the public to consider submitting an application. <br />(H -3) Appointments and Removals - Cabarrus County Youth Council (CCYC) <br />Appointments are needed for the Cabarrus County Youth Council (CCYC ) , <br />Also, several members graduated in June and their names need to be removed <br />from the CCYC roster. They are: Casey Aldridge "Concord HS ", Seth <br />Bollenbecker "Mt. Pleasant HS ", Cheyenne Carothers "Northwest Cabarrus HS ", <br />Ryan Essick "Hickory Ridge HS " and Ryan Himes "Central Cabarrus HS ". <br />The term of appointment for Daniels Hicks and Harrison Reiff expired <br />June 30, 2013. The CCYC requests their names be removed from the CCYC <br />roster. <br />The CCYC recommends the following students for appointment for two -year <br />terms ending June 30, 2015: Neely Curry "Central Cabarrus High School" and <br />Sophia Politis "Hickory Ridge High School". The CCYC also recommends the <br />appointment of Brianna Misenheimer "Hickory Ridge HS" for a one -year term <br />ending June 30, 2014. <br />UPON MOTION of Vice Chairman Measmer, seconded by Commissioner <br />Oesterreich and unanimously carried, the Board removed Casey Aldridge <br />"Concord High School ", Seth Bollenbecker "Mt. Pleasant High School ", Cheyenne <br />
