C. Foundation for Soil <br />and Water Conservation <br />The Cabarrus County Soil and Water District Board plans to submit an <br />application to the N. C. Foundation for Soil and Water Conservation for an <br />Outdoor Education Learning Center grant. This grant would provide funding for <br />scientific monitoring equipment to be used with the District's emerging <br />Conservation Field School at Clarke Creek. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the Soil and Water District <br />Board's submission of a grant application. <br />(F -10) Planning and Development - Soil and Water Conservation District - <br />Authorization to Submit an Application for State Matching Funds to Purchase <br />Agricultural Conservation Easement <br />In 2012, the Conservation District Board submitted a grant application <br />to the N. C. Department of Agriculture and Consumer Sciences Agricultural <br />Development and Farmland. Preservation Trust Fund in the amount of $44,400.00 <br />for the purchase of a permanent agricultural conservation easement on 35.52 <br />acres of farmland owned by Michael Barrier. After that grant application was <br />denied earlier this year, the Trust Fund made the decision to invite <br />applicants to resubmit. The District intends to apply for federal matching <br />funds from the Farm and Ranchland Protection Program, a federal Farm Bill <br />program administered by the Natural Resources Conservation Service in the U.S. <br />Department of Agriculture. The county match on this application is limited to <br />an in -kind match. A budget amendment will be submitted at a later date if <br />the grant funds are awarded. <br />Farmland preservation supports goals of both the Board of Commissioners <br />and the Conservation District board by improving the quality of life for <br />County citizens. Permanently protecting farmland ensures the land base <br />necessary for the County's agricultural economy while simultaneously keeping <br />the tax burden low by maximizing land acreage where the cost of County <br />services is lower. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board authorized the District Board to resubmit a <br />grant application to the N.C. Department of Agriculture and Consumer Sciences <br />Agricultural Development and Farmland Preservation Trust Fund in the amount of <br />$44,400.00 for the purchase of a permanent Agricultural conservation easement <br />on 35.52 acres of farmland owned by Michael Barrier. <br />(F -11) Sheriff - Approval of the Trade -in /Surplus of Duty Weapons <br />The Sheriff's Office is requesting to trade -in 140 older Sig Sauer P226 <br />.40 caliber handguns in exchange for brand new Sig Sauer P226 .40 caliber <br />handguns. Lawmen's, a state contract vendor for firearms, has extended this <br />trade -in offer to the Cabarrus County Sheriff's Office. Lawmen's is offering <br />to give the Sheriff's Office $400.00 per handgun, with the new handgun costing <br />$199.99. The regular cost of a new handgun is $599.99. Most of the 140 <br />handguns recommended for trade -in are 10 years old. <br />The total trade -in value of the 140 handguns is $56,000.00, an amount <br />exceeding the County Manager's $30,000.00 surplus limit. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the trade -in of 140 surplus <br />handguns with a trade -in value of $56,000.00 for the Cabarrus County Sheriff's <br />Office. <br />(F -12) Tax Administration - Refund and Release Report - November 2013 <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board approved the November 2013 Refund - Release <br />report, along with the NCVTS Refund report, as submitted and granted authority <br />to the Tax Collector to process the refunds and releases.. <br />RELEASES FOR THE MONTH OF: November 2013 $35,035.42 <br />
