December 16, 2013 (Regular Meeting) Page 1860 <br />Appointments are needed for the Human Services Advisory Board. This <br />advisory board is appointed by the Board of Commissioners to advocate, advise <br />and consult regarding services within the Department of Human Services. The <br />board is composed of five members who are appointed for three -year terms. In <br />the first year of its organization, the terms will be staggered with three <br />members appointed to three -year terms and two members appointed to two -year <br />terms. <br />Commissioner Measmer MOVED to appoint Betty Babb, Anna Cain and Kay <br />Scott to the Human Services Advisory Board for three -year terms ending <br />December 31, 2016 and to appoint Mary Stewart and Eric Williamson to the Human <br />Services Advisory Board for two -year terms ending December 31, 2015. <br />Commissioner Oesterreich seconded the motion. <br />Mike Downs, County Manager, advised Betty Babb currently serves on the <br />Home and Community Care Block Grant Committee and Mary Stewart currently <br />serves on the Adult Care Home Community Advisory Committee. He stated an <br />exception to the "service on multiple boards" provision of the Appointment <br />Policy will be needed for them. <br />Commissioner Measmer amended his MOTION to include the exception to the <br />Appointment Policy for Ms. Babb and Ms. Stewart. Commissioner Oesterreich <br />amended his second to the motion. The MOTION unanimously carried. <br />(H -4) Appointments - Juvenile Crime Prevention Council (JCPC) <br />An application has been submitted for the Juvenile Crime Prevention <br />Council (JCPC) from Rodney Harrison, II, a student at Cox Mill High School. <br />At its November 20, 2013, the JCPC met and voted to nominate Mr. Harrison to <br />the JCPC to fill the Cabarrus County Schools (CCS) position on the Council. <br />UPON MOTION of Commissioner Oesterreich, seconded by Vice Chairman <br />Burrage and unanimously carried, the Board appointed Rodney Harrison, II to <br />the JCPC as the Cabarrus County Schools' representative to complete an <br />unexpired term ending June 30, 2014. <br />(H -5) Appointments and Removals - Cabarrus County Senior Centers Advisory <br />Crnsnni 1 <br />At the November 18, 2013 meeting, the Cabarrus County Senior Centers <br />Advisory Council voted unanimously to recommend the appointment of Sharon <br />Hatley, Pat Martin, Earnest Morrissey and Mary Watts to three -year terms <br />ending December 31, 2016. <br />The terms of appointment for Kay Scott, Jean Chandler, Anita Helms, <br />Virginia "Boots" Walker, end December 31, 2013. It is requested to remove <br />their names from the roster. Kay Scott, Jean Chandler and Anita Helms are not <br />eligible for reappointment since they are completing their second three -year <br />terms. Virginia "Boots " Walker is eligible for reappointment, but declined <br />due to personal reasons. <br />The CCSC Advisory Council voted unanimously to re- appoint Annette Young <br />to a three -year term ending December 31, 2016. <br />Jean Chandler is a Cabarrus delegate to the Region F Aging Advisory <br />Council and will fill that position on the Council. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board appointed Sharon Hatley, Pat Martin, <br />Earnest Morrissey and Mary Watts to the Cabarrus County Senior Centers <br />Advisory Council for three -year terms ending December 31, 2016. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board reappointed Annette Young to the Cabarrus <br />County Senior Centers Advisory Council for a three -year term ending December <br />31, 2016. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board removed Kay Scott, Anita Helms, Virginia <br />"Boots" Walker and Jean Chandler from the Cabarrus County senior Centers <br />Advisory Council roster and thanked them for their many years of service. <br />(H -6) Appointments and Removals - Food Policy Council (FPC) <br />
