December 16, 2013 (Regular Meeting) Page 1844 <br />Proclamation No. 2013 -19 <br />PROCLAMATION <br />WHEREAS, Dr. Martin Luther King, Jr., was born on January 15 1929 in <br />Atlanta, Georgia, and devoted his life to fighting poverty, injustice and <br />racism in America; and <br />WHEREAS, Dr. King, through his practice of non - violent protest, promoted <br />the importance of love, peace and freedom for humankind and challenged America <br />to honor its promise of liberty and justice for all citizens; and <br />WHEREAS, during his lifetime, Dr. King sought to forge the common ground <br />on which individuals of all ages, races and backgrounds could join together to <br />address important community issues and provide service to their community; and <br />WHEREAS, the third Monday in January has been established as a national <br />holiday to observe the anniversary of Dr. King's birth. <br />NOW THEREFORE, the Cabarrus County Board of Commissioners hereby <br />proclaims Monday, January 20, 2014 as Dr. Martin Luther King, Jr. Day in <br />Cabarrus County and encourages all citizens to join in the special programs <br />and ceremonies to be held on January 18 -20 honoring the life and work of Dr. <br />King and his legacy of peace and equality for all citizens. <br />Adopted this the 16th day of December, 2013. <br />/s/ Elizabeth F. She stated the Special Citation Award is presented <br />annually to an individual who has demonstrated an outstanding interest in and <br />dedication to the field of recreation and parks, or has made a contribution to <br />the advancement of the recreation and park profession. Mrs. Barron has been <br />instrumental in the development of the Weddington hills Elementary School <br />Park, which is utilized by students as well as members of the community. On <br />behalf of the NCRPA, Ms. Strong presented the award to Mrs. Barron. <br />Mrs. Barron graciously accepted the award and expressed appreciation for <br />the support from school staff. <br />Chairman Poole recognized Janet Smith, Weddington Hills Elementary <br />School Principal, in attendance and commended Mrs. Barron for her achievements <br />and service to Cabarrus County. <br />(C -3) Communications and Outreach - Recognition of Communications and <br />Outreach Staff for 2013 3CMA (City - County Communications and Marketing <br />Association) National Television Awards <br />Jonathan Marshall, Deputy County Manager, recognized David Baxter, <br />Channel 22 General Manager and Communications and Outreach staff for receiving <br />1 st place Savvy and 3 rd Place Award of Excellence awards from the 3CMA (City - <br />County Communications and Marketing Association) National Television Awards <br />for their work in Best Regular Television Programming for Historical Moments - <br />The Phifer Family and "Cabarrus This Week" Hot Air Balloon. He recognized <br />former Communications and Outreach staff members Aimee Hawkins and Christopher <br />Bullard for their work on these projects as well as new staff members, Kasia <br />Thompson and Jarrett Glass. He reported staff has received 16 national and <br />state awards in the last 5 years which are on display in the Rotunda. <br />Mr. Baxter expressed appreciation for his team. He also recognized <br />Judge Clarence Horton in attendance stating Historical Moments has been a 22 <br />segment fruitful relationship. He also commented on the satisfaction he <br />receives from providing information that changes a person's quality of life. <br />
