He also announced this is the 40" year of <br />the preservation of the Historic Courthouse and advised this would not have <br />been possible without the support of the Board. <br />(C -4) Human Resources - Recognition of Terri Montgomery on Her Retirement <br />from Cabarrus County Department of Human Services <br />Ben Rose, Human Services Director, recognized Terri Montgomery on her <br />retirement from her position in the Human Services Department as an Accounting <br />Clerk IV. Mr. Rose highlighted a number of Ms. Montgomery's accomplishments <br />during her nine -year tenure and presented a service award in appreciation of <br />her service and dedication to the county. <br />Ms. Montgomery graciously accepted the award and expressed appreciation. <br />(D) INFORMAL PUBLIC COMMENTS <br />Chairman Poole opened the meeting for Informal Public Comments at 6:55 <br />p.m. She stated each speaker would be limited to three minutes. <br />Bishop Roland Jordan, resident of 134 Lore Street SW in Concord, thanked <br />the Board for adopting a proclamation for Dr. Martin Luther King, Jr. Day. He <br />also urged the Board to support Barber Scotia College. <br />Jean Griswold, resident of 5409 Shoreview Drive in Concord and at -large <br />member of the Cabarrus County Republican Executive Committee, spoke in support <br />of small business, veterans and the elderly. She spoke regarding upcoming <br />budget discussions and urged the Board to consider supporting Commissioner <br />Oesterreich's recommendations as outlined in his presentation at the December <br />work session. <br />Marvin Bost, resident of Mt. Pleasant, expressed concern regarding <br />funding for the Cabarrus Arena and Events Center and Cabarrus County Fair. <br />Carolyn Carpenter, resident of 6526 Weldon Circle in Concord and <br />Cabarrus County Fair Board Chair, commended the Fair and Agricultural Fair <br />staff for their efforts at the 2013 Cabarrus County Fair. She announced the <br />Cabarrus County Fair won 22 international and state awards in 2013. <br />James Lentz, resident of 4499 Hwy 73 East in Mt. Pleasant, expressed <br />support for the Cabarrus County Fair and commended Kate Sharpe, Fair Manager, <br />for her accomplishments. <br />Brittany Truesdale, resident of 21189 Biles Road in Albemarle, stated <br />her remarks at the November 18, 2013 meeting were not made in anger but to <br />make the commissioners aware of conditions at the Fair. <br />Susan Furr, resident of 21189 Biles Road in Albemarle, stated she spoke <br />at the November 18, 2013 meeting. She expressed disagreement with remarks <br />published in an article in The Independent Tribune. She stated the livestock <br />area of the Fair was not cleaned properly and created a health hazard. <br />Emerald Layton, resident of 24940 Fink Road in Albemarle, expressed <br />disappointment with the conditions of the livestock area of the Fair. <br />Brian Stancil, resident of 6523 Hwy 73 East in Mt. Pleasant and <br />supervisor for the tractors at the Cabarrus County Fair, stated more space is <br />needed for tractors at the Fair. <br />Joe Smith, resident of 5110 Navion Place in Concord, expressed support <br />for tractor and horse pull events at the Fair to increase Fair attendance. <br />Robert Simmons, resident of 366 George W. Liles Parkway NW in Concord, <br />made the following statement: <br />My name is Robert Simmons. I have actually been here twice before trying <br />to get you involved in solving a problem at the Cabarrus County Department of <br />Social Services. They are openly discriminating against people because of <br />their race and sex. They are denying people help with medical care. They are <br />denying people help with their food stamps. And they play games, like for <br />example, the only time I ever get any help is if the person is of the same <br />race as me. If my case is assigned to a person of a different race than me, <br />no matter what it is, food stamps or any kind of thing, I don't get any help <br />for a long period of time or if they do anything, I don't get told about it. <br />It just happens. I get no communication. They return no phone calls. And <br />
