He advised <br />this program eliminates transportation barriers for those that want to work, <br />keeps citizens from becoming wards of the State and provides transportation <br />for citizens that are not capable of driving. <br />Mr. Bass and Steve Cude, Transportation Supervisor, responded to <br />additional questions from the Board related to the number of program <br />participants and the coverage area. <br />Commissioner White expressed support for the program. He advised that <br />removing 90 citizens from the work force would cost the County more in <br />services than the matching funds. <br />UPON MOTION of Commissioner White, seconded by Vice Chairman Burrage <br />and carried, with Chairman Poole, Vice Chairman Burrage and Commissioners <br />Carruth and White voting for and Commissioner Measmer voting against, the <br />Board adopted the following resolution: <br />PUBLIC TRANSPORTATION PROGRAM RESOLUTION <br />Resolution No. 2012 -02 <br />WHEREAS, Article 23 of Chapter 136 of the North Carolina General Statutes and <br />the Governor of North Carolina have designated the North Carolina Department <br />of Transportation ( NCDOT) as the agency responsible for administering federal <br />and state public transportation funds; and <br />WHEREAS, the North Carolina Department of Transportation will apply for a <br />grant from the US Department of Transportation, Federal Transit <br />Administration and receives funds from the North Carolina General Assembly to <br />provide assistance for public transportation projects; and <br />WHEREAS, the purpose of the Section 5310 program is to provide financial <br />assistance for transportation services planned, designed, and carried out to <br />meet the special transportation needs of elderly individuals and individuals <br />with disabilities in all areas - urbanized, small urban, and rural; and <br />WHEREAS, the purpose of the Section 5316 program is to improve access to <br />transportation services to employment and employment related activities for <br />welfare recipients and eligible low- income individuals and to transport <br />residents of urbanized areas and non - urbanized areas to suburban employment <br />opportunities; and <br />WHEREAS, the purpose of the Section 5317 program is to reduce barriers to <br />transportation services and expand the transportation mobility options <br />available to people with disabilities beyond the requirements of the ADA of <br />1990 by providing funding assistance that supports new public transportation <br />services and /or new public transportation alternatives beyond those required <br />by the ADA; and <br />WHEREAS, NCDOT has been designated as the State agency with principal <br />authority and responsibility for administering the Section 5310 program for <br />all areas - urbanized, small urban, and rural; and <br />WHEREAS, NCDOT has been designated as the State agency with principal <br />authority and responsibility for administering the Section 5316 and 5317 <br />programs for small urban and rural areas; and <br />WHEREAS, (Legal Name of <br />certifies that it will <br />regulations, executive ordE <br />the applications made to <br />Administration, as well as <br />C. <br />Applicant) Cabarrus County hereby assures and <br />comply with the federal and state statutes, <br />ors, and all administrative requirements related to <br />and grants received from the Federal Transit <br />the provisions of Section 1001 of Title 18, U.
