January 17, 2012 (Regular Meeting) Page 941 <br />Randy Bass, Transportation Director, advised that the Department will <br />apply for grant funding totaling $729,699.00 from the North Carolina <br />Department of Transportation - Public Transportation Division (NCDOT -PTD) via <br />the Federal Transportation Administration (FTA) Section 5311 Grant for Fiscal <br />Year 2013. The grant funds totaling $729,699.00 must be designated for the <br />administrative and capital costs associated with Cabarrus County <br />Transportation Services (CCTS). A public hearing on the grant application is <br />required in addition to a 15 (fifteen) percent match for the administrative <br />grant award, a 10 (ten) percent match for the capital grant award and <br />adoption of the Community Transportation Program and Human Services Agency <br />Transportation resolutions. The required local match will be included in the <br />Departments FY 12 -13 budgetary request. <br />Chairman Poole opened the public hearing at 7:09 p.m. The Public <br />Hearing Notice was published on January 4, 2012 in English and Spanish in THE <br />INDEPENDENT TRIBUNE. The Public Hearing Notice was also posted on the <br />County's website ( www.cabarruscounty.us ) in English and Spanish on January 4, <br />2012 in accordance with Article 2, Administration, Section 2.1 (Use of <br />Electronic Means to Provide Public Notices) of the Cabarrus County Code of <br />Ordinances. <br />There was no one present to address the Board; therefore, Chairman <br />Poole closed the public hearing. <br />UPON MOTION of Commissioner Carruth, seconded by Commissioner White and <br />carried, with Chairman Poole, Vice Chairman Burrage and Commissioners Carruth <br />and White voting for and Commissioner Measmer voting against, the Board <br />adopted the following resolutions: <br />Resolution No. 2012 -03 <br />HUMAN SERVICE AGENCY TRANSPORTATION RESOLUTION <br />State Funds <br />FY 2013 RESOLUTION <br />Applicant seeking permission to apply for Human Service Transportation <br />funding, enter into agreement with the North Carolina Department of <br />Transportation, provide the necessary assurances, and the required local <br />match. <br />A motion was made by Commissioner Robert W. Carruth and seconded by <br />(Commissioner H. Jay White, Sr. for the adoption of the following resolution, <br />and upon being put to a vote was duly adopted. <br />WHEREAS, Article 2B of Chapter 136 of the North Carolina General Statutes and <br />the Governor of North Carolina have designated the North Carolina Department <br />of Transportation ( NCDOT) as the agency responsible for administering federal <br />and state public transportation funds; and <br />WHEREAS, the North Carolina Department of Transportation receives funds from <br />the North Carolina General Assembly to provide assistance for rural public <br />transportation projects; and <br />WHEREAS, the purpose of these transportation funds is to provide grant monies <br />to local agencies for the provision of rural public transportation services; <br />and <br />WHEREAS, Cabarrus County hereby assures and certifies that it will provide <br />the required local matching funds; that its staff has the technical capacity <br />to implement and manage the project, prepare required reports, obtain <br />required training, attend meetings and conferences; and agrees to comply with <br />the federal and state statutes, regulations, executive orders, and all <br />administrative requirements related to the applications made to and grants <br />received from the North Carolina Department of Transportation; <br />NOW, THEREFORE, be it resolved that the (Authorized Official's Title)* County <br />Manager of (Name of Applicant's Governing Body) Cabarrus County Board of <br />Commissioners is hereby authorized to submit a grant application for state <br />funding, make the necessary assurances and certifications and be empowered to <br />enter into an agreement with the NCDOT to provide rural public transportation <br />services. <br />Resolution No. 2012 -04 <br />COMMUNITY TRANSPORTATION PROGRAM RESOLUTION <br />
