January 17, 2012 (Regular Meeting) Page 945 <br />Commissioner White announced the Cabarrus Health Alliance (CHA) was <br />selected to serve as the lead agency on an 11 county regional Community <br />Transformation Grant project through the North Carolina Department of Health <br />and Human Services. The project will be $400,000 /yr for five years and will <br />target policy, systems, and environmental changes in the areas of tobacco, <br />healthy eating, and active living. <br />(K) WATER AND SEWER DISTRICT OF CABARRUS COUNTY <br />None. <br />(L) CLOSED SESSION <br />1) 3OC - Closed Session to Discuss a Personnel Matter <br />(L -2) BOC - Additional Closed Session Items Are Needed As Authorized by NCGS <br />143- 318.11 (a)(3)(4) and (5) <br />Additional closed session items are needed as authorized by NCGS <br />143.318.11 (a)(3)(4) and (5) : <br />c To consult with an attorney employed or retained by the public body in <br />order to preserve the attorney - client privilege between the attorney <br />and the public body; <br />o To discuss matters relating to the location or expansion of industries <br />or other businesses in the area served by the public body; and <br />o To establish, or to instruct the public body's staff or negotiating <br />agents concerning the position to be taken by or on behalf of the <br />public body in negotiating the amount of compensation and other <br />material terms of an employment contract or proposed employment <br />contract. <br />UPON MOTION of Commissioner White, seconded by Commissioner Carruth and <br />unanimously carried, the Board moved to go into closed session to discuss <br />personnel matters as authorized by NCGS 143- 318.11(a)(6). John Cox, with the <br />Economic Development Corporation was invited into the closed session. <br />UPON MOTION of Commissioner White, seconded by Commissioner Carruth and <br />unanimously carried, the Board moved to come out of closed session. <br />RETURN TO OPEN SESSION <br />EMPLOYMENT AGREEMENT <br />UPON MOTION of Commissioner White, seconded by Commissioner Measmer and <br />unanimously carried, the Board approved an employment agreement with Mike <br />Downs. <br />(M) RECESSED <br />UPON MOTION of Commissioner White, seconded by Commissioner Carruth, <br />and unanimously carried, the meeting recessed at 8:35 p.m. to 4:00 p.m. on <br />January 27, 2012 at Camp T.N.
